According to relevant regulations, the threshold for setting up a foundation is relatively high.
In addition, the Regulations on the Administration of Foundations stipulates that foundations are non-profit organizations. You can preserve and increase the value of foundation assets in a safe and reasonable way. However, the Regulations on the Administration of Foundations also require that the expenditure of foundations for public welfare undertakings shall not be less than 70% of the income of the current year (income from donations and capital operation).
You can consider donating money to relevant charitable foundations. If the donation amount is certain, you can consider setting up your special fund in this charitable foundation, and you have the right to decide the use and flow of funds.
Even if no special fund is set up, a donation agreement can be signed with charitable foundations, and they have the right to supervise the use of funded funds.
This is stipulated in the Regulations on the Administration of Foundations.
