(4) Coordinate the establishment of a social security system covering urban and rural areas. Improve and organize the implementation of urban and rural social insurance and its supplementary insurance policies and standards, and coordinate the implementation of basic old-age insurance, medical maternity insurance, industrial injury insurance and unemployment insurance policies of government agencies and institutions. In conjunction with relevant departments, formulate and supervise the management system of social insurance and its supplementary insurance funds, and prepare the draft budget and final accounts of the city's social insurance funds.

Institutions and personnel at the same level that are included in the unified wage distribution scope of the municipal finance shall formulate welfare and retirement measures for personnel of government agencies and institutions and organize their implementation.
(VII) To guide the personnel system reform of public institutions in conjunction with relevant departments, formulate policies on personnel and functionaries management of public institutions, participate in talent management, comprehensively manage the construction of professional and technical personnel and professional and technical teams in the city, comprehensively manage the training and continuing education of professional and technical personnel and functionaries in the city, take the lead in deepening the reform of professional title system, centrally manage professional and technical personnel titles, and implement postdoctoral management measures. Responsible for the selection, training and introduction of high-level professional and technical personnel, and formulate and implement measures to attract foreign experts and overseas students to work or settle down.
