Since the reform and opening-up, the internationalization of enterprises in China has made great strides. In contrast, the internationalization of chinese social organizations is still far away.
according to the statistics of the Ministry of civil affairs, there are nearly 6, social organizations in China, of which less than 6 are foreign-related organizations, accounting for about one thousandth.
Among them, there are very few social organizations that can really carry out charitable projects abroad. The number of social organizations participating in international exchanges is relatively large, but it is difficult to judge the quality at present; Today, there are 1, social organizations in Chinese mainland and 1,2 in Taiwan Province. In terms of population and the number of social organizations, the proportion in Taiwan Province is much higher. The China Association for Science and Technology has done a statistic. Those who can participate in the core parts of international organizations and serve as vice-chairmen or permanent members are only over 3, which is not commensurate with the status of China as a big country. In the United Nations Economic and Social Council, the overall consultative status, special consultative status and roster consultative status of non-governmental organizations are very small at present, which limits our voice and willingness, and it is difficult for us to have the opportunity to participate in international affairs.
The main work of the China Association for the Promotion of International Cooperation among Non-governmental Organizations (hereinafter referred to as the Association for the Promotion of International Cooperation) is to conduct international exchanges and cooperation. In the past five years, the China Association for the Promotion of Democracy has participated in international affairs for hundreds of times, established China-EU exchange mechanism, China-US exchange mechanism and China-Japan-ROK cooperation mechanism, and participated in many important relevant United Nations meetings.
from the perspective of financial support, there is a common problem for charitable organizations to participate in international affairs-difficulty in raising funds. First of all, the target population is not easy to be clear, and the national conditions of different countries are different. When implementing poverty alleviation, disaster relief, community building and other related projects, countries with different levels of development have different standards; At the same time, the cost of doing projects internationally is too high; In addition, the family problems, children's education, personal safety in the host country and related social insurance protection of the relevant personnel should also be considered.
international vision and feelings are required for the leadership of social organizations with the strategy of "internationalization". With the internationalization strategy, we should also consider whether we have supporting capabilities.
There is a shortage of talents who can reach the level of internationalization in China. In our education system, there is insufficient cultivation of international vision, international sentiment, or, as the old saying goes, internationalism, which leads to a shortage of talents with international ideas. Secondly, the demographic structure of China determines that the only child who goes abroad to do projects also faces great challenges; Third, to do charity projects in the world, it is not enough to master English only, to speak French in Africa, to speak Portuguese in Brazil, and to speak Spanish in Chile and Peru ... Whether different cultural and religious backgrounds can be well integrated is a difficult problem; In related projects, it is necessary to ensure the specialization of talents.
From the macro environment, whether the social atmosphere supports social organizations to go global also objectively affects whether social organizations need to take "internationalization" as their work focus.
In Chinese mainland, the China Foundation for Poverty Alleviation has done relatively well, and the Youth Foundation has accumulated some experience. The One Foundation has just started to go international. In addition to our own successful cases, some international organizations in China are also good samples.
In the past, there was no legal basis for overseas NGOs to be in China. Except for the Regulations on the Administration of Foundations, a small number of overseas NGOs mentioned that they could register, most of them lacked legal status, and they could only establish partnerships with a social group and foundation in China or set up project offices. Including Gates Foundation, Li Ka-shing Foundation and Clinton Foundation, there are more than 3 non-governmental organizations outside China. At present, the National People's Congress is formulating relevant laws and regulations on the management of overseas NGOs. In the future, there will be laws to follow, which organizations are welcome to China and which organizations are not welcome to China. However, I hope to be more objective, open and tolerant in specific operations. Since we welcome foreign-funded enterprises to invest in China, why not welcome foreign NGOs to do good deeds in China? We should welcome them to do charity, public welfare, environmental protection, disaster relief and legal aid. At the same time, we can learn from their successful experience and mature rules of going international.
in addition to the government and social organizations, to promote the internationalization of chinese social organizations, citizens also need to have relevant awareness. Now the world's impression of China may be that it is rich, shopping, going to Japan to buy toilet seats, and "sweeping goods" at Frankfurt Airport. In addition, some compatriots do not pay much attention to details when going abroad. Such problems are inevitable, but try not to take them out. We used to talk about government diplomacy, gradually moving towards public diplomacy and then towards people-to-people diplomacy, and now we are expanding to people-to-people diplomacy. Everyone is the subject, whether it is an official, a worker or a farmer, your face will represent China. We should have this awareness, which is also crucial to the internationalization of social organizations.
