6 county (city, district) civil affairs departments to review the materials submitted by the township (town) people's government and street offices. In line with the conditions, the county (city, district) civil affairs department shall fill in the examination and approval opinions and the amount of assistance, and the Civil Affairs Bureau and the Health Bureau shall issue opinions and send them to the finance department at the same level for review; Do not meet the conditions, should promptly notify the applicant and explain the reasons.
