2. If the project applicant is an enterprise, no major safety or major quality accidents or serious environmental violations have occurred in the year of application and the year before, and it has not been included in the directory of business abnormalities.

3. The person in charge of the applied project should have corresponding research foundation and work accumulation, and the research team members should be stable.

The person in charge of the application project must apply from the work unit where he actually works and has a fixed personnel relationship, and shall not apply through a part-time unit or an affiliated unit.
