According to relevant personnel, among the residents living in this city, as long as one of the couples is a person with urban household registration in Shanghai, and their spouse has not participated in medical insurance or other medical insurance in other provinces and cities, they can participate in the city's resident medical insurance.
All primary and secondary school students and infants under the age of 18 in this city will participate in this city's resident medical insurance regardless of urban or rural household registration.
Article 1 (Purpose and Basis) of the Shanghai Urban Resident Basic Medical Insurance Trial Measures is to ensure the basic medical care of urban residents in this city. According to the "Guiding Opinions of the State Council on Launching the Pilot Program of Urban Resident Basic Medical Insurance" (Guofa [2007] No. 20

Article 2 (Applicable objects) Anyone who has not participated in this city’s urban employee basic medical insurance, small town medical insurance and new rural cooperative medical insurance and meets one of the following conditions can participate in the urban resident basic medical insurance (hereinafter referred to as “resident medical insurance”).

Article 3 (Management Department) The Municipal Medical Insurance Bureau is the administrative department in charge of residents’ medical insurance in this city and is responsible for the formulation and organization and implementation of residents’ medical insurance policies in this city.
Each district and county medical insurance office is responsible for the management of resident medical insurance within its jurisdiction.
The municipal finance, civil affairs, education, labor and social security, health, public security and other departments, as well as social groups such as the Municipal Red Cross Society and the Municipal Disabled Persons' Federation, work together to manage residents' medical insurance in accordance with their respective responsibilities.
The Municipal Medical Insurance Affairs Management Center and the district and county medical insurance affairs centers (hereinafter collectively referred to as the “handling agencies”) are specifically responsible for the registration, review, collection, settlement and other handling services of resident medical insurance.
The Municipal Medical Insurance Supervision and Inspection Office is responsible for the supervision and inspection of resident medical insurance.
Article 4 (Registration and Payment) The registration and payment period for resident medical insurance is from October 1 to December 20 each year. Insured persons pay annual premiums and enjoy corresponding resident medical insurance benefits from January 1 to December 31 of the following year.
During the registration and payment period, the registration and payment procedures for students in school and children in kindergartens (schools) shall be handled uniformly by the schools and daycare institutions where they are located.
Other personnel should go to the agency where their household registration is located to handle registration and payment procedures with their ID cards, household registration books and other relevant documents.
Article 5 (Fund Raising) The resident medical insurance fund consists of individual contributions, government financial subsidies, employee medical insurance fund transfers and special funds.
The financing standards and individual payment standards of the resident medical insurance fund are determined according to the different age groups of the insured persons, and are tentatively determined as follows: (1) For those over 70 years old, the financing standard is 1,500 yuan per person per year, of which the personal payment is 240 yuan; (2)
) For persons over 60 years old and under 70 years old, the financing standard is 1,200 yuan per person per year, including personal payment of 360 yuan; (3) For persons over 18 years old and under 60 years old, the financing standard is 700 yuan per person per year, including personal payment of 480 yuan;
(4) For primary and secondary school students and infants, the financing standard is 260 yuan per person per year, of which individual payment is 60 yuan.
Funds other than personal contributions of insured persons will be paid by government financial subsidies, etc.
Specific measures will be formulated separately by the Municipal Medical Insurance Bureau and the Municipal Finance Bureau.
The financing standards and individual payment standards of the resident medical insurance fund shall be adjusted in a timely manner according to the principle of balance of fund revenue and expenditure, and according to economic and social development and the use of medical expenses. They shall be agreed upon by the Municipal Medical Insurance Bureau, the Municipal Finance Bureau and other relevant departments, and submitted to the municipal government for approval.

Article 6 (Fund Management) The management of resident medical insurance funds shall be implemented in accordance with the relevant provisions of the state and this city’s social insurance fund management.
The resident medical insurance fund is incorporated into the special financial account of the social security fund, subject to unified management, separate accounts, dedicated funds, and subject to the supervision of the financial and auditing departments in accordance with regulations.
