2. If the unemployed receive unemployment insurance benefits and transfer them across provinces as a whole, the agency in the place of emigration will issue a certificate. The unemployed will continue the unemployment insurance relationship with the agency in the place of emigration with the certificate and the Employee Unemployment Insurance Manual, and receive unemployment insurance benefits in the place of emigration according to the standard without transferring funds.
3. If the unemployed migrate across provinces, the agency in the place of emigration shall issue a certificate and transfer the required funds, and the unemployed shall go to the agency in the place of emigration to continue the unemployment insurance relationship with the certificate and fund transfer procedures.
