Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant laws and regulations of the state and in the light of the actual situation of this province in order to reward and protect the courageous people, promote social integrity, maintain social order and promote the construction of socialist spiritual civilization. Article 2 The term "being courageous" as mentioned in these Provisions refers to the behavior of the people to stand up and fight against illegal and criminal acts and major disasters and accidents in order to protect the interests of the state and the collective and the safety of citizens' lives and property, regardless of personal safety. Article 3 These Provisions shall apply to the courageous acts within the administrative area of this province; In principle, this provision also applies to the residents of this province who are courageous outside the administrative region of this province. However, except those who have won commendation and awards outside the administrative region of this province. Article 4 People's governments at all levels shall vigorously advocate the spirit of being courageous among all citizens, and guide and coordinate relevant departments to solve the practical difficulties of courageous people. State organs, organizations, enterprises and institutions shall reward and protect the courageous people. News organizations should actively publicize the advanced deeds of courageous people.

National staff should take the lead in solving problems for those who are courageous and advocate the spirit of being courageous with practical actions. Article 5 The act of doing righteous deeds is protected by law. The reward and protection of courageous acts should adhere to the principle of legal protection, fairness and openness, and the combination of material rewards and spiritual encouragement. Article 6 People's governments at or above the county level (county-level cities, districts of cities divided into districts, the same below) are responsible for rewarding and protecting the work of courageous people. Administrative regions at or above the county level shall, in accordance with the provisions of laws, regulations and rules, set up a courageous foundation upon approval.

Public security, civil affairs, finance, labor and social security, personnel, education, health and other departments and relevant social organizations, enterprises and institutions should cooperate closely, and do a good job in rewarding and protecting courageous people according to their respective functions and duties. Seventh at or above the county level courageous foundation responsibilities:

(a) entrusted by the competent department of courageous staff work, to confirm the courageous behavior;

(two) to commend and reward the courageous people who fought against illegal and criminal acts and major disasters and accidents;

(three) to provide some material support for the courageous people and try their best to help solve practical difficulties;

(four) vigorously publicize the deeds of courageous people and social organizations and individuals who support the cause of courageous people;

(five) to raise, manage and use the courageous fund according to law. Chapter II Confirmation and Declaration of Courageous Acts Article 8 In accordance with the provisions of Article 2 of these Provisions, any of the following acts shall be deemed as courageous acts:

(a) outstanding deeds in fighting against illegal and criminal acts that infringe upon the property or personal rights of the state, the collective and citizens;

(2) Outstanding deeds in fighting against illegal and criminal acts that endanger national security, public safety, disrupt the order of socialist market economy and disrupt the order of social management;

(3) Actively assisting judicial organs in arresting criminal suspects and chasing fugitives, and assisting in solving major criminal cases with outstanding deeds;

(four) the occurrence of major disasters and accidents, struggling to rescue, so that the state, collective and citizens' lives and property to reduce or avoid heavy losses outstanding deeds;

(five) there are other outstanding deeds of courageous behavior. Article 9 When applying for confirmation of the courageous act, the relevant units or individuals may recommend it to the courageous foundation at or above the county level where the act occurred; It can also be applied by the actor himself. Article 10 The organ that accepts the application or recommendation shall promptly investigate and verify, collect and preserve relevant evidential materials, and reply the confirmation conclusion to the applicant or recommender within 7 days. Chapter III Awards Article 11 The township (town) people's government, sub-district office or police station where the courageous acts occur, and the unit where the courageous persons work are responsible for reporting to the competent department of courageous work at or above the county level. The competent departments at all levels shall, jointly with the relevant departments, handle the declaration or examination and approval of awards in a timely manner. Twelfth courageous people should be given the following single or multiple awards:

(a) awarded the honorary title;

(2) record merit;

(3) awards;

(4) issuing bonuses;

(5) Other awards. Article 13 Honorary titles can be divided into four categories: being brave as a hero, being brave as a heroic collective, being brave as an advanced individual and being brave as an advanced collective.

"Courageous hero" is awarded by the people's governments of provinces, cities (prefectures) and counties, and enjoys the treatment of model workers at the same level; "Courageous and Heroic Collective" was approved and awarded by the Provincial Courageous Foundation; "Courageous individuals" and "courageous advanced collectives" are approved and rewarded by the Courageous Foundation at or above the county level. Fourteenth of the courageous staff incentives are divided into three levels: province, city (state) and county. Specific reward standards shall be formulated separately by the provincial courageous foundation. Chapter IV Protection Article 15 The judicial organs shall take effective measures to protect the courageous people who apply for special protection and their relatives. The courageous people who ask for non-public recognition and reward should be kept confidential. Criminals who retaliate against courageous people and their relatives should be severely punished according to law.
