China Development Research Foundation is a non-profit legal person organization initiated by the State Council Development Research Center and a national public offering foundation.

It was officially registered in June 1997 1 1.

The purpose of the Foundation is to support policy research, promote scientific decision-making and serve the development of China.

The establishment of the China Development Research Foundation has been directly concerned and supported by leading comrades in the State Council, and has also received guidance and help from the Ministry of Civil Affairs and other competent departments. Mr. Xue Muqiao and Mr. Mahone are honorary chairmen.

Institutional responsibility

The Board of Directors of the Foundation has an academic committee and a compensation and asset management committee, which are responsible for academic guidance and asset management respectively. The foundation consists of five functional departments, including office, personnel department, asset management department, project research department and liaison department, which undertake the daily work of the foundation. Basis:

The mature development of the foundation was first realized in the United States. American foundations began to flourish after the 20th century. 1900 Carnegie Foundation and Rockefeller Foundation are two of the earliest established foundations. Founded in 1936, the Ford Foundation is funded by the Ford family, with billions of dollars of funds, and its projects are spread all over the world and have a wide influence. In 2000, the Bill and Melinda Gates Foundation was established and became the largest charitable foundation in the world, aiming at promoting global health and education equality.

According to the statistics of American Foundation Center, among the 6.5438+0.6 million charitable organizations, 90,000 can be considered as foundations. Among them, the total donation in 20 1 1 year is 305.8 billion dollars, of which 72% comes from individual donations and some forms of microfinance. Among them, 8% came from the legacy donations when people died, and most of them were donated to church organizations. Nearly 20% donations come from foundations and corporate foundations.

Legal basis:

Article 34 of the Regulations on the Administration of Foundations

The foundation registration authority shall perform the following duties of supervision and administration:

(1) Conducting annual inspection on the representative offices of foundations and overseas foundations;

(2) Daily supervision and management of the activities of foundations and representative offices of overseas foundations in accordance with these Regulations and their articles of association.

(3) Punishing the acts of foundations and representative offices of overseas foundations in violation of these Regulations according to law.

Article 35 The competent business unit of a foundation shall perform the following duties of supervision and management:

(a) to guide and supervise the foundation and the representative offices of overseas foundations to carry out public welfare activities in accordance with laws and articles of association;

(two) to be responsible for the preliminary examination of the annual inspection of the representative offices of foundations and overseas foundations.

(three) to cooperate with the registration authority and other law enforcement departments to investigate and deal with illegal acts of foundations and representative offices of overseas foundations.

Thirty-sixth foundations and representative offices of overseas foundations shall submit the work report of the previous year to the registration authority before March 3 1 every year for annual inspection. The annual work report shall be submitted to the registration authority after examination and approval by the competent business unit.

The annual work report shall include: financial accounting report, CPA audit report, fund-raising, accepting donations, providing financial assistance and other activities, as well as changes in personnel and institutions.
