Measures for Rewarding Scientific and Technological Progress of the Ministry of Public Security

Article 1 The scope of rewards under these Measures includes: new scientific and technological achievements applied in the modernization of public security services, promotion and adoption of existing advanced scientific and technological achievements, scientific and technological management, standards, metrology, scientific and technological information work, etc.

Article 2 The Public Security Science and Technology Progress Award is divided into ministerial-level awards and department-bureau-level awards based on the scientific and technological level, social benefits, economic benefits, and role in the progress of public security science and technology of the awarded projects.

Article 3 Those who meet one of the following conditions may apply for the Ministerial-level Public Security Science and Technology Progress Award.

(1) New scientific and technological achievements (including new technologies, new methods, new processes, new materials, new designs, new biological varieties, etc.) applied to the modernization of public security; technologically advanced, proven through practice to have obvious social or economic benefits

.

(2) Make significant contributions and achieve significant social or economic benefits in the introduction, promotion, transfer, and application of existing scientific and technological achievements at home and abroad.

(3) In the construction of major projects, the development of major equipment and the technological transformation of enterprises, adopt new technologies, make major contributions and achieve significant social or economic benefits.

(4) Make significant contributions and achieve remarkable results in scientific and technological management, standards, metrology, and scientific and technological information work.

(5) Theoretical research results that do not have national natural science awards and have been confirmed by peer experts to have high scientific level and great practical value.

Article 4 The ministerial-level science and technology progress award is divided into the following four categories: first prize: the Ministry of Public Security Science and Technology Progress Award certificate and a bonus of 4,000 yuan; second prize: the Ministry of Public Security Science and Technology Progress Award certificate and a bonus of 2,500 yuan

100 yuan; third prize: a Ministry of Public Security Science and Technology Progress Award certificate and a bonus of 1,500 yuan; fourth prize: a Ministry of Public Security Science and Technology Progress Award certificate and a bonus of 1,000 yuan.

Article 5: The source of the bonus shall be paid from the retained profits or scientific research expenses concentrated by the Ministry.

Article 6 The Ministry of Public Security shall establish a Scientific and Technological Progress Award Evaluation Committee to be responsible for the evaluation, approval and awarding of ministerial-level Scientific and Technological Progress Awards and the preliminary review, recommendation and application for National-level Scientific and Technological Progress Awards.

The Scientific and Technological Achievements and Patent Management Office of the Ministry of Science and Technology (affiliated with the Science and Technology Bureau) is the office of the review committee and is responsible for daily work.

Article 7 The examination and approval procedures for ministerial-level science and technology progress awards are as follows: (1) Science and technology projects completed independently by subordinate units shall first apply for department-level science and technology progress awards.

For projects that have won the first or second prize at the department or bureau level and meet the conditions listed in Article 3, the project completion unit can apply for the ministerial level scientific and technological progress award, and submit it to the ministry review committee after centralized review and approval by the competent bureau (or company).

For projects completed jointly by two or more subordinate units, the host unit shall organize a joint declaration.

(2) Public security-specific confidential science and technology projects completed by the public security departments and bureau-affiliated public security science and technology units of all provinces, autonomous regions, and municipalities directly under the Central Government shall first apply for the department- and bureau-level Public Security Science and Technology Progress Award.

For public security-specific confidential projects that have won the first or second prize at the department or bureau level, the public security department or bureau where the project completion unit is located can apply for a ministerial-level scientific and technological progress award to the Science and Technology Progress Award Review Committee of the Ministry of Public Security.

Other projects that are not confidential science and technology for public security purposes must be reported to the Science and Technology Commission of the province, autonomous region, or municipality directly under the Central Government.

(3) Projects that have won provincial, autonomous region, or municipality-level science and technology progress awards may no longer apply for ministerial-level science and technology progress awards; projects that have won ministerial-level science and technology progress awards may no longer apply to the provincial, autonomous region, or municipality science and technology committees for provincial, autonomous region, or municipality-level science and technology awards.

Article 8: Approved projects that have won the Science and Technology Progress Award of the Ministry of Public Security will be announced regularly within the public security system.

If there is a dispute over an award-winning project, within two months from the date of announcement, the relevant public security department or bureau will propose a handling opinion and report it to the Ministry of Public Security Review Committee for decision; if there is no objection, the award will be awarded.

Article 9: Projects that meet the conditions for the National Science and Technology Progress Award shall be recommended by the Ministry’s Evaluation Committee.

The award conditions, award levels, bonus amounts, and approval procedures for department- and bureau-level public security science and technology progress awards shall be handled in accordance with the "Several Provisions on the Establishment of Department- and Bureau-Level Public Security Science and Technology Progress Awards (Trial)."

Article 10: The deeds of the recipients of the Science and Technology Progress Award shall be recorded in their personal files and serve as one of the important basis for assessment, promotion, and assessment of technical titles.

Article 11: Bonuses for award-winning projects shall not be distributed repeatedly.

If the award-winning project has been evaluated by the higher-level review committee and the award level is increased, the bonus will only be reimbursed for the difference.

The remaining portion of the bonus awarded by superiors shall be reserved as the reward fund of the original awarding unit and shall not be used for other purposes.

Bonuses should be distributed reasonably according to the size of the contribution.

Article 12 If an award-winning science and technology project is found to have committed fraud or plagiarized the results of others, and it is found to be true, the award shall be revoked, the bonus withdrawn, and criticism or punishment shall be given according to the severity of the case.

Article 13 These Regulations shall be interpreted by the Scientific and Technological Progress Award Review Committee of the Ministry of Public Security.

Article 14: These Regulations shall come into effect on the date of promulgation.
