(1) If the waterproof damage of the top roof leads to the leakage of the indoor ceiling, the housing construction unit or the property shall apply for using the public maintenance fund for maintenance (the housing construction unit shall be responsible for the maintenance during the warranty period, and the property shall apply for using the public maintenance for maintenance after the warranty period expires);

(2) There is no top floor for ceiling leakage, and the responsibility shall be borne by the upstairs owner. If it is the responsibility of a third party, the upstairs owner can recover the relevant losses from the third party (for example, the upstairs decoration is within the warranty period, and the losses can be recovered from the decoration construction unit).
