The first is to expand industries with distinctive advantages. It mainly includes setting up a guiding fund for the development of advantageous industries with county characteristics, organizing and implementing a new round of projects to strengthen counties with county economic characteristics, and supporting and guiding the development of centralized resources in counties 1-2 leading industries with characteristics.
The second is to accelerate the development of modern agriculture. It mainly includes supporting the creation of 15 national and 30 provincial-level characteristic agricultural product advantage zones; Reward 3 million yuan and 2 million yuan respectively for the identified national and provincial agricultural product quality and safety counties; Accelerate the improvement of the level of agricultural mechanization, carry out pilot subsidies for agricultural machinery operations such as rice machine throwing and transplanting, and the provincial finance will arrange 2 million yuan subsidy funds for each pilot county.
The third is to promote the integration of urban and rural development. It mainly includes giving support to counties that have achieved outstanding results in promoting new urbanization and filling the shortcomings of counties and cities, and adopting investment subsidies, awards instead of subsidies, and credit support. Encourage the integration of urban and rural infrastructure projects by counties, establish a long-term mechanism for the operation of urban and rural infrastructure that property owners are responsible for, and promote the integrated development of urban and rural infrastructure.
The fourth is to promote innovation capacity building. It mainly includes the creation of innovative counties, the construction of about 30 counties with outstanding innovation ability, obvious innovation characteristics and excellent environment for innovation and entrepreneurship, and the support of special funds for the construction of innovative provinces. In 20 counties with remarkable achievements in science and technology input and output, the provincial finance arranges 2 million yuan of incentive funds every year. Support participation in innovative cooperation between provinces and countries, and promote each county to establish strategic cooperative relations with at least 1 universities (institutes).
