: employer's conditions:

① Enterprises: all kinds of enterprises registered in Hangzhou and paying turnover tax (value-added tax and consumption tax) according to law.

(2) Administrative institutions: municipal or district, county (city) administrative institutions (including institutions that implement dual management within the system and go through the registration and certification procedures in the establishment departments at all levels in our city).

③ Other employers: the issuing authority is the social organizations, private non-enterprises and foundations of the administrative departments of the municipal, district and county (city) governments.
