In the 1980s, drugs became increasingly rampant around the world and drug smuggling became increasingly serious. Faced with this grim situation, the United Nations officially designated June 26th as the International Day against Drugs in 1987.
In view of the increasingly serious situation of new drug crimes, in 20 17, eight substances were newly listed in the Catalogue of Non-medical Narcotic Drugs and Psychotropic Drugs and controlled, which means that these eight substances have become drugs in the legal sense.
Six of these eight substances are synthetic opioids, including four fentanyl analogues U-47700 and MT-45, and two psychotropic drugs PMMA and 4,4'-DMAR.
According to Dr. Hua Zhendong from the National Anti-drug Laboratory of the Ministry of Public Security, these eight new drugs are all new psychoactive substances, also known as third-generation drugs, which have stronger toxicological effects than traditional heroin and morphine. For example, the lethal dose of newly controlled carfentanil in China is only about 2 mg for adults.
It is understood that after 2000, more than 800 new psychoactive substances have been monitored around the world, and China is also monitoring them at any time, and some new substances are constantly being controlled.
