Cross-regional units need to build households, under the premise of not exceeding the total wage plan issued by the superior competent department, the total wage plan indicators can be decomposed and issued to the subordinate units, and the local labor or personnel department will issue the Salary Manual, and the bank where the account is opened will supervise the payment. Article 7 The total wage plan issued by the state and the province, the administrative offices (cities), provincial departments, central units stationed in our province, and enterprises and institutions affiliated to troops stationed in our province must be implemented step by step to grass-roots units, and copied to the labor or personnel departments where the units are located, so as to issue the "Wage Manual". Eighth grass-roots units should be based on the annual total wage plan issued by the superior, the preparation of the quarterly wage fund use plan, after the approval of the competent department, the labor or personnel department at the same level, included in the wage manual. The bank that opens the account will supervise the payment with the salary manual, and the surplus salary fund can be used in the next quarter of this year. Article 9 If the total wages are linked to the economic benefit index, the enterprise must withhold the wage plan (including the wage fund that should be paid according to the regulations of work efficiency linkage but not included in total wage base) according to the approved legal base and proportion, and be included in the wage manual after being audited by the labor department where the enterprise is located, and be supervised and paid by the bank where the account is opened. Tenth enterprises with the increase or decrease of economic benefits to extract the benefits of wages and bonuses, by the competent department in accordance with the provisions of the assessment and calculation, by the labor department at the same level or the provincial competent department in the plan does not exceed the total wages issued by the superior.
According to the regulations, the newly-increased wages and bonuses owned by the enterprise can be deposited in the special account of the wage fund of the bank where the account is opened, and allowed to be used across the year as the wage reserve of the enterprise, so as to "make up the apology with abundance". Eleventh bonuses issued by enterprises and wage expenditures such as floating wages, allowances and subsidies paid from the incentive fund shall be paid from the extracted incentive fund and given priority. Article 12 Before the annual payroll plan is issued, all grass-roots units can make appropriate adjustments to the deducted or reasonably increased part according to the actual payroll paid in the same period of last year, and use it as a temporary payroll fund plan, which will be approved by the local labor or personnel department and supervised by the bank where the account is opened. After the annual payroll plan is issued, it shall be accounted for uniformly according to the annual plan. Thirteenth unplanned employment must be in accordance with the superior department in charge of repaying the plan, subtract the total wages, it is strictly prohibited to add unplanned employment. The total wages of unplanned employment must be controlled within the provincial annual total wages plan, and no unit may break through. Article 14 The competent department shall make timely adjustments to the total wage plan of the merged or subordinate units. The "Wage Manual" of the revoked or bankrupt unit shall be returned to the issuing department in time. Article 15 The administrative offices (cities) and provincial labor wage plan management departments can adjust the decomposition plan indicators of their subordinate units within the scope of the annual labor wage plan indicators issued by the province.
When each grass-roots unit needs to adjust the annual total wage plan, it shall submit for approval according to the labor wage plan management procedures, and make adjustments according to the approval procedures of the Salary Manual after approval, and the bank that opens the account shall supervise the payment. Sixteenth banks should strictly perform the duties entrusted by the state to supervise the payment of wage funds, supervise and inspect the use of wage funds in various units, and have the right to refuse to pay wage funds or other unreasonable over-planned wage expenditures. Seventeenth in violation of the provisions of any of the following circumstances, in addition to ordering it to immediately correct, by the local people's government or the competent department, depending on the seriousness of the case, the relevant person in charge and the person directly responsible shall be given administrative sanctions:
(1) Establishing various allowances and subsidies or raising the standards of wages, bonuses, allowances and subsidies;
(two) pay wages, bonuses, allowances and subsidies in cash from other business income other than the wage fund;
(3) Withdrawing cash from a bank to pay wages, bonuses, allowances and subsidies under the guise of other names;
(4) Pay wages, bonuses, allowances and subsidies with special funds such as production development fund, new product trial-production fund and reserve fund in the after-tax profits of enterprises;
(five) in addition to the relevant provisions of the state to distribute physical objects to employees; Violation of these regulations, if the circumstances are serious enough to constitute a crime, shall be investigated for legal responsibility according to law.
