Legal analysis: The state implements the compulsory third-party liability insurance system for motor vehicles and establishes the social assistance fund for road traffic accidents. The purpose of this paper is to ensure that the victims of road traffic accidents can get timely assistance or appropriate compensation through the rescue fund when they can't get compensation according to the compulsory insurance system and the infringer.

Legal basis: Article 17 of the Road Traffic Safety Law of the People's Republic of China.
