Chapter II Collection of Development Fund Article 5 All units and individuals that produce solid clay bricks with cultivated land, garden land and woodland soil as the main raw materials shall collect 65.438 million yuan of development fund per mu. The funds are collected by the local land management department. Article 6 Users who use clay solid bricks, non-load-bearing hollow bricks with porosity less than 30%, load-bearing hollow bricks with porosity less than 15% and sintered bricks with industrial waste residue such as fly ash and coal gangue with volume ratio less than 40% (hereinafter referred to as the construction unit) shall pay the development fund according to the following standards.

The development fund is collected by the planning management department. Article 7 The construction unit shall prepay the development fund according to the construction area of the project. Welfare facilities for the disabled are exempt from development funds. Eleventh county wall reform office must collect the development funds collected according to these measures on a monthly basis, and turn them over to the municipal wall reform office 70% before the 5th of next month, and the county retains 30%. Chapter III Use and Management of Development Funds Article 12 Under any of the following circumstances, you may apply for the use of development funds.

(a) the development of new wall materials and building systems of scientific research, popularization and application of new technologies, new processes, new products and new equipment;

(two) technical transformation, product structure adjustment and land saving, energy saving and waste utilization projects of old building materials enterprises;

(three) part of the short-term (not more than one year) working capital needed for the scientific research and material test, development and construction of new wall materials;

(four) the municipal government shall commend and reward the expenses of units and individuals who have made outstanding achievements in the research, design, production, promotion and development of wall materials reform;

(5) Office expenses for wall decoration. Thirteenth units applying for the use of development funds must meet the following conditions:

(1) Having the qualification of a legal person;

(two) the application for the use of development funds belongs to the scope of the provisions of article twelfth of these measures, and the municipal wall reform office shall organize relevant departments to demonstrate;

(3) Self-owned funds shall account for 20% of the total investment.

(four) must have the ability to repay, and a legal person to do repayment guarantee. Fourteenth the use of development funds must be approved according to the following procedures.

Sixteenth city and county wall reconstruction office should be equipped with full-time financial personnel to manage the development fund, separate accounts, unified storage in the local construction bank account. Chapter IV Reward and Punishment Article 18 The municipal and county wall reform offices must regularly report the annual and quarterly use plans and financial accounting statements of the development funds at the corresponding level to the higher level wall reform offices, and report the use of the development funds in the previous year to the leading group meeting in the first quarter of each year. Article 19 The municipal government shall commend and reward the units and individuals that have exemplary implemented these measures, actively developed new wall materials and their application technologies, and comprehensively utilized industrial waste residue, as well as the units and individuals that have made remarkable achievements in raising and managing development funds.
