Article 2 "Soong Ching Ling Children's Literature Award" takes Soong Ching Ling's children's education thought as the guiding principle. Commend outstanding authors of children's literature and promote the creation and prosperity of children's literature in China; It aims to provide more and better spiritual food for the healthy growth of children.
Chapter II Selection Principle
Article 3 "Soong Ching Ling Children's Literature Award" takes children's literature works as the selection object, and makes the selection based on the principle of "quality first, objectivity and justice, not excessiveness". All works that meet the scope and conditions of this year's selection can participate.
Chapter III Selection Conditions
Article 4 The content of the participating works should be healthy and progressive, which is conducive to cultivating children's good moral quality, and can educate children in patriotism and edify them with traditional virtues; Can stimulate children's curiosity and interest in learning; With strong literariness, artistic appeal and flavor of the times, it is deeply loved by children.
Chapter IV Selection Organization
Fifth "Soong Ching Ling Children's Literature Award" selection activities initiated by Soong Ching Ling Foundation in conjunction with relevant ministries and commissions, undertaken by Soong Ching Ling Foundation. The selection organization consists of an organizing committee and an evaluation committee.
Article 6 The Organizing Committee is composed of the relevant responsible persons of the organizers, and is responsible for the leadership and organization of the selection activities.
Article 7 The judging committee is composed of representatives of the organizers, writers and critics of children's literature, children's educators and social workers, and is responsible for judging the participating works.
Article 8 The Organizing Committee shall set up the "Soong Ching Ling Children's Literature Award" selection office (located in the Research and Publicity Center of Soong Ching Ling Foundation), which shall be responsible for the implementation of the selection activities under the leadership of the Organizing Committee.
Chapter V Selection Procedures
Ninth Soong Ching Ling Children's Literature Award is selected every two to three years. Each session shall formulate specific selection methods according to the articles of association. The selection process is divided into three stages: collection of works, initial evaluation and re-evaluation.
Article 10 During the collection stage, the participating works shall provide the participating books and recommendation forms to the selection office of the Organizing Committee according to the spirit of the Notice of Song Qingling's Children's Literature Award.
Article 1 1 In the initial evaluation stage, the reading class of the initial evaluation group will provide the selected bibliography, reasons for selection and preliminary evaluation summary to the re-evaluation committee for reference.
Article 12 In the re-evaluation stage, the re-evaluation committee comprehensively evaluates all the participating works, fully discusses and carefully evaluates them on the basis of respecting the initial evaluation opinions, and finally determines the winning works anonymously.
After the results of Article 13 are announced, the winning works will be announced by Soong Ching Ling Foundation.
Chapter VI Contents of Awards
Article 14 "Soong Ching Ling Children's Literature Award" is divided into two categories: the grand prize and the nomination prize.
Article 15 "Soong Ching Ling Children's Literature Award" focuses on the selection of works. In order to encourage and support children's new literature writers, the "Newcomer Award" has been specially established since the fifth session.
Chapter VII Reward Methods
16 held the "Soong Ching Ling Children's Literature Award" award ceremony and related activities for recognition and publicity.
In principle, the awarding ceremony of Article 17 "Soong Ching Ling Children's Literature Award" will be held on1October 27th or May 29th of the following year (the anniversary of Soong Ching Ling's birth or death).
Article 18 The organizer will award honorary certificates, gold-plated statues of Soong Ching Ling, special prizes, nomination prizes and newcomer prizes to those who have won the Song Qingling Children's Literature Award.
Chapter VIII Establishment of Funds
Article 19 The Soong Ching Ling Foundation shall set up a special fund for the Soong Ching Ling Children's Literature Award, and the funds for each selection activity shall be paid by the special fund.
Article 20 The fund shall be operated by means of social donation and earmarking.
Article 2 1 establishes the special fund management committee of Soong Ching Ling Children's Literature Award, which is responsible for the use and management of the fund.
Chapter IX Supplementary Provisions
Twenty-second Soong Ching Ling children's literature award selection results should be notarized by the impartial department.
Twenty-third the Articles of Association shall be interpreted by the Song Qingling Children's Literature Award Office.
