Zhang Jinhua said that in recent years, China's automobile industry has developed rapidly, and it is the world's largest country in automobile production and sales, and also the second largest country in automobile ownership. However, judging from the car ownership of 1, people, there is still a lot of room for automobile growth in China. At present, the automobile market is developing from the city to the countryside.

He pointed out that at present, the resident population of rural areas and small towns in China is at least 5 million to 6 million people, and the total mileage of rural roads exceeds 4 million kilometers, basically reaching every village with hardened roads, which has laid a good foundation for the development of new energy vehicles in rural areas. Judging from the sales data in recent years, the demand for automobile consumption in rural areas has increased very rapidly. Last year, the rural scale of traditional fuel vehicles and new energy vehicles only accounted for a quarter and less than a tenth, which was seriously out of balance with the population. Therefore, both new energy vehicles and fuel vehicles have a large market space in rural areas.

Zhang Jinhua said that promoting new energy vehicles in rural areas can also improve the utilization rate of infrastructure such as road network, power grid and mobile communication in rural areas, and promote the construction of green production and charging facilities for renewable energy, which has a positive role in promoting rural economy and ecological civilization construction and will become a new economic growth point for high-quality economic and social development in China.

Zhang Jinhua said that rural cars are characterized by short and medium distances, and the daily travel radius is mainly 15 to 5 kilometers, generally less than 2 kilometers. At present, the mainstream pure electric vehicles on the market have a driving range of more than 25 kilometers on one charge, which can fully meet the needs of farmers' market.

"Rural areas have unique favorable conditions for new energy vehicles. Rural land resources are abundant, road facilities are relatively complete, and home parking is also very convenient. In particular, charging facilities are easy to install, and there are no obstacles such as parking and charging difficulties faced by promoting new energy vehicles in cities. The use cost of electric vehicles is relatively low, which meets the actual needs of rural farmers." Zhang Jinhua said.

Zhang Jinhua said that there is demand, potential and advantages in developing new energy vehicles in rural areas, but the promotion is still in its infancy, and there are still some practical difficulties. For example, the price of new energy vehicles is still slightly higher, and now new energy vehicles are more aimed at urban travel, the research and development of vehicle products that meet the actual needs of rural areas are insufficient, and the charging infrastructure has not been fully promoted.

Zhang Jinhua put forward four suggestions:

First, it is suggested to follow the special plan of "Cars Going to the Countryside" implemented in 29, implement the special action of "New Energy Vehicles Going to the Countryside", appropriately extend the financial subsidy policy for new energy vehicles for rural users, and encourage rural residents to buy and use new energy vehicles.

Second, encourage enterprises to develop new energy vehicles suitable for rural areas, especially new energy vehicles for passenger and cargo use, improve the operation and maintenance service system of new energy vehicles in rural areas, and dispel the worries of rural users in using new energy vehicles.

Third, the government should incorporate the construction of charging infrastructure into rural infrastructure construction projects to make it more convenient for rural users to use new energy vehicles.
