Article 61

Article 68
The health administrative department of the people's government at or above the county level shall organize medical institutions to provide free basic public health services to patients with severe mental disorders. The medical expenses of patients with mental disorders are paid by the basic medical insurance fund in accordance with the relevant national social insurance regulations.
Medical insurance agencies shall, in accordance with relevant national regulations, include patients with mental disorders in the coverage of urban employee basic medical insurance, urban resident basic medical insurance or new rural cooperative medical care.
County-level people's governments should provide subsidies for patients with severe mental disorders whose families have financial difficulties to participate in basic medical insurance in accordance with relevant national regulations.
