The special research fund for doctoral programs in colleges and universities comes from the special allocation of the central government, which is used for the basic research and applied basic research of doctoral programs in colleges and universities approved by the the State Council Academic Degrees Committee, giving priority to projects with novel academic ideas, promoting the formation and development of new disciplines and specialties, and promoting cross-disciplinary infiltration, and providing funding according to the principles of relying on experts, promoting democracy, fairness and rationality, merit-based funding and earmarking.
