The specific responsibilities of the Civil Affairs Bureau are as follows:
1. Draw up the development plan of civil affairs in the whole region, draft civil affairs policies and normative documents in the whole region, and organize their implementation, supervision and inspection;

Formulate measures for the registration, supervision and management of social organizations such as social groups, foundations and social service institutions in the whole region and organize their implementation. Register, manage, supervise and inspect social organizations according to law. Undertake the party building work of social organizations;

Formulate relevant social assistance policies and standards in the whole region, coordinate the construction of social assistance system, and be responsible for the minimum living guarantee for urban and rural residents, assistance and support for destitute people, temporary assistance, and assistance for vagrants and beggars;

Formulate measures for urban and rural grassroots autonomy and community governance, guide the construction of urban and rural community governance system and governance capacity, put forward suggestions for strengthening and improving the construction of urban and rural grassroots political power, and promote the construction of grassroots democratic politics.
