The basic medical insurance implements a fund management model that combines social pooling with individual accounts.

Local supplementary medical insurance and maternity medical insurance shall be co-ordinated by the society.

The basic medical insurance fund, the local supplementary medical insurance fund and the maternity medical insurance fund are included in the social security financial accounts, and two lines of revenue and expenditure management are implemented, which are earmarked for special purposes. Misappropriation is strictly prohibited.

When the basic medical insurance fund, local supplementary medical insurance fund and maternity medical insurance fund are insufficient due to special circumstances such as disease outbreaks and serious natural disasters, the municipal finance will give subsidies.
