The maternity fund was proposed by Nantong Women's Federation to the National People's Congress. With the joint efforts of Nantong Women's Federation and other relevant departments, Nantong Municipal Government promulgated the Interim Measures for Overall Planning of Maternity Fund for Female Employees in Nantong on July 29th, 1988, which took the lead in solving the long-standing problem of maternity compensation for female employees in China, and its experience was popularized throughout the country.
