These measures are formulated in accordance with relevant laws and combined with the actual situation of our city.

The scope of the second reward covers reporting illegal production, sales, transportation, storage, and setting off of fireworks and firecrackers.

Article 3 Reward Standard:

If, based on the report, illegal fireworks and firecrackers are detected, the reporter will be given a reward of not less than 500 yuan but not more than 2,000 yuan depending on the circumstances; if illegal manufacturing, operation, and firecrackers are found, In cases of storage and transportation of fireworks and firecrackers, the reporter will be rewarded with a reward of not less than 1,000 yuan but not more than 5,000 yuan; if a major case is discovered, the reporter will be rewarded with a reward of not less than 5,000 yuan but not more than 20,000 yuan;

If major illegal production, operation, and storage are cracked In cases of transporting explosives used to make fireworks and firecrackers, with the approval of the leaders of the municipal bureau in charge, the whistleblower will be heavily rewarded depending on the circumstances.

Article 4 Management of incentive funds. The reward fund will be implemented by the case-handling unit in conjunction with the police and security department of the unit.

Article 5 Application and handling of incentive funds. The specific case-handling unit shall submit a written application, and the public security department shall file a summary and submit it to the branch leader in charge of public security and police protection for review and approval before the bonus is issued. Within 30 days from the date of receiving the reward notification, the informant must go to the case-handling unit with his or her valid identity document to collect it; if the informant entrusts another person to collect it, the informant and the representative must present the valid identity document and entrustment procedures to collect it; if the informant fails to collect it within the time limit, it will be regarded as Those who give up automatically, report anonymously, and whose identity cannot be verified will not be included in the scope of rewards.

Article 6: Reporting clues that fall under any of the following circumstances will not be rewarded.

Public security organs have verified or investigated;

The whistleblower is a public servant such as the police, procuratorate, or law enforcement agency, as well as other staff who discover clues about illegal crimes during official activities, or report clues Provided by the above-mentioned persons;

Reported by co-defendants;

Other circumstances in which no reward will be given.

Article 7: The public security organs shall keep strictly confidential the information reported by the public. Without the consent of the whistleblower, the whistleblower's information shall not be disclosed during verification, reward, publicity and other work. If the whistleblower is harassed and retaliated due to the disclosure of the whistleblower's information, disciplinary sanctions will be imposed. If serious consequences are caused, legal liability will be pursued.

Article 8 Anyone who lies about reporting information, commits fraud, or makes false accusations to frame others through reporting will be held legally responsible.

Article 9: If the same case is reported multiple times by different informants, the main rewards will be given to those who played a major role in solving the case. For cases of equal effect, the first whistleblower will be mainly rewarded, and the order shall be based on the time when the public security organ receives the report.

Article 10 Public security organs at the municipal and district levels must perform their respective duties, strengthen publicity and guidance, widely publish reward methods, mobilize the public to report and expose, and cash rewards in a timely manner to ensure the best social results.
