The foundation believes that in order to revitalize China, it is very important to develop education and improve the level of teachers, which is related to the quality of preschool education, basic education and higher education, and to the quality of the nation. Therefore, from 1992 to 1999, the focus of the foundation's work is to reward outstanding teachers with achievements and contributions in normal universities, colleges of education, secondary normal schools (including kindergartens and teachers' continuing education schools) and comprehensive colleges with strong normal education, and to encourage and promote outstanding teachers to teach in normal universities.

To this end, the Foundation has implemented the "Outstanding Teacher Award" program: from 1993 to 1999, outstanding teachers in undergraduate, junior college and secondary normal schools and outstanding private teachers are awarded nationwide, with a total bonus of 45.02 million yuan. The plan of "Rewarding Excellent Teachers" fully embodies the characteristics and purpose of "Foundation" to reward teachers in normal colleges, which has a great influence in the field of normal education in China, and has played a positive role in advocating respect for teachers and attaching importance to education in the whole society, and has far-reaching significance.
