After the special clean-up and inspection meeting of funds for strengthening agriculture and benefiting farmers in provinces and cities (hereinafter referred to as special clean-up and inspection) was held, our district attached great importance to it and acted quickly. According to the requirements of the meeting, the mobilization meeting for special cleaning and inspection in the whole region and the work arrangement meeting for self-examination and self-correction stage were held, which conveyed the relevant spirit of provincial and municipal meetings. The main work is as follows:
First, set up institutions and strengthen leadership.
In order to effectively strengthen the organization and leadership of the special cleaning and inspection work, our district has set up a work leading group, headed by the deputy director of the district government office, with Zhang, deputy director of the district agricultural and industrial office, Mao Huili, deputy director of the district development and reform commission, Cao Longbin, deputy director of the district finance bureau, and Ma Jianbin, deputy director of the district education bureau as members. The leading group carefully organized and deployed the special cleaning and inspection work in our district, which effectively promoted the smooth development of this work. The leading group consists of an office, which is located in the Agricultural Finance Department of the Finance Bureau, and is responsible for the specific work of the special clean-up inspection in the whole region to ensure the successful completion of self-examination and self-correction.
Second, highlight the key points and carefully check yourself.
According to the actual situation, our district has formulated the "Implementation Plan for Special Cleaning and Inspection of Funds for Strengthening Agriculture and Benefiting Farmers in Chongchuan District". According to the planning content, we should start with policies and regulations, fund use management and so on. We sorted out the projects of strengthening agriculture and benefiting farmers in 20xx-20xx one by one, and made a careful self-examination. This self-inspection * * * sorted out 23 items in 4 categories, and * * * invested 650.986 million yuan, including 604.8 million yuan at the same level, 3144.04 million yuan at the provincial level and147.463 million yuan at the municipal level. The specific project situation is as follows:
(A) the use and management of subsidies for farmers
The subsidies for farmers in our region mainly include: direct grain subsidies, comprehensive subsidies for agricultural materials, subsidies for improved varieties, subsidies for home appliances, automobiles and motorcycles to the countryside, and subsidies for agricultural insurance. For farmers' subsidy funds, our district can do the following: First, set up special accounts according to regulations. There are special accounts for direct grain subsidies (accounting for direct grain subsidies, comprehensive subsidies for agricultural materials, and subsidies for improved varieties), special funds for household appliances, automobiles and motorcycles, and special accounts for agricultural insurance subsidies; Second, timely payment of subsidies as required. 1, direct grain subsidies, comprehensive agricultural subsidies, and improved seed subsidies. According to the time nodes required by provinces and cities, our district can distribute subsidies to farmers in advance by giving them a 10% discount. In 2007-09, our district distributed direct grain subsidy funds 10 15400 yuan (36 in 2007, 33.43 in 2008 and 32. 1 0 in 2009), and the comprehensive agricultural subsidy was 3,937,300 yuan. Our district is the main city, and a large number of home appliances go to the countryside. By the end of 20xx, there were a total of 34 registered outlets/kloc-0, of which 83 signed a paid trial agreement with the finance office, and fully implemented the operation mode of "paid trial at outlets and centralized transfer at street level". In 2009, * * * sold 407 13 home appliances to the countryside, with a sales amount of 93.5962 million yuan, and paid a total subsidy of 9.756 million yuan, with a payment rate of 97.09%. The subsidy for automobiles and motorcycles going to the countryside was 408,200 yuan, and there were no complaints from farmers throughout the year. The policy of home appliances and cars going to the countryside was well implemented. At the end of February, 2009, the province's household appliances subsidies were12.967 million yuan, and automobile and motorcycle subsidies were 633.6 million yuan. At the end of 2009, the balance of the two funds was 3,436,400 yuan. 3. Agricultural insurance. According to the spirit of "Notice of the General Office of the Provincial Government on Launching Agricultural Insurance Pilot", our district was an agricultural insurance pilot area in 2007-09, and five varieties participated in the pilot in 2007-09, including rice, wheat, rape, fertile female livestock and dairy cows. Among them, the insured rice area is 4 1969.78 mu (2007 17732.85 mu, 2008 16602.48 mu and 2009/7634.45 mu) and the insured wheat area is 12302.44 mu. Due to the small cultivated land area and large planting area in our district, the insured rape area is 12369.34 mu (2009 12369.34 mu) and there are 369 sows (2007 180, 2008/kloc-0, 2009/kloc-0). According to the regulations, our district implements a subsidy fund publicity system, a telephone return visit system and a regular spot check system. Direct grain subsidies, agricultural subsidies and seed subsidies shall be publicized by villagers' groups for not less than 7 days; Subsidies for home appliances going to the countryside, and the telephone return visit rate of the street to farmers who buy home appliances going to the countryside shall not be less than 20% to prevent fraudulent compensation. District Finance and Trade Bureau conducts spot checks on outlets regularly. Those who are unqualified or suspected of cheating shall be ordered to make rectification. If the rectification fails, their outlets will be disqualified.
(2) Investment in agricultural and rural infrastructure construction in 20xx-20xx.
The construction of agriculture and infrastructure in our region mainly includes: the construction of agricultural bridges, agricultural roads and small rural pumping stations. In 2007-09, there were 0/6 agricultural bridges/kloc-in Langshan and Guanyinshan (2 in 2007, 9 in 2008 and 5 in 2009), with a total investment of 654,388+0.84 million yuan, including 9 1.4 million yuan in the province, 548,000 yuan in the city and 548,000 yuan in the district. In 2007-09, 45.75km(2007 12.5km and 2008/33.6km) of agricultural roads were built in Guanyin Mountain, with an investment of 7.8706 million yuan, which was borne by the urban area according to the ratio of 1: 1. In 2009, 87 small pumping stations in Guanyinshan area were rebuilt, with a planned investment of 7.46 million yuan, which will be borne by the urban area according to the ratio of 1: 1. The above-mentioned projects are mainly implemented by the streets, with the Agricultural Economics Bureau responsible for technical guidance, the Finance Bureau responsible for fund allocation and management, and the discipline inspection, development and reform commission, auditing and other departments participating in supervision and management. Project funds shall be managed by district-level reimbursement system. After the completion of the two projects, it has greatly facilitated the farmers in the project area and greatly improved the production and living environment of suburban villages.
(3) Investment in rural social undertakings
The investment in rural social undertakings in our region mainly includes: new rural cooperative medical subsidy, rural subsistence allowance, rural river regulation, rural compulsory education, etc. 1. The new rural cooperative medical subsidy is a policy of benefiting the people that was implemented in our district in 20xx, and it was merged with the medical insurance for urban residents in 2009. In 2007 and 2008, * * * invested10130,000 yuan in our district, including provincial subsidy110,000 yuan. In 2007, the financing standard of the new rural cooperative medical system was 66 yuan per capita, and in 2008, it was 128 yuan per capita, with 50% at district and street levels, and the participating farmers went out of 20 yuan. In two years, the number of participants reached 72,700. 2. In 2007-08, the rural minimum living allowance was 5.698 million yuan, including 278,000 yuan in provinces and cities and 5.42 million yuan in the same level. At present, the rural subsistence allowance in our district has been fully integrated with the urban subsistence allowance, with the standard of 340 yuan per person per month and the in-kind subsidy paid to 30 yuan per person per month. By the end of 2009, the number of rural minimum living allowances was 8 16. 3. River regulation: In 2008 and 2009, 29 villages in Guanyinshan and Langshan were regulated in our district 189 rivers, with a total planned investment of18.508 million yuan, including 5.698 million yuan from the municipal subsidy and 0.48 million yuan from the district financial subsidy. At present, the 189 river has been completely completed, which makes the river in the village where the river is located unblocked and the water quality becomes clear, which has been well received by the local people. 4. Compulsory education in rural areas. At present, there are four rural schools in our district, namely Guanhe Middle School, Bayi Middle School, Bayi Primary School and Wushan Primary School in Langshan Town. 20xx-2009 district * * * arranged education funds1308,400 yuan, provincial and municipal subsidies1130,000 yuan. Our district has been fully implemented. " In the past three years, our district has not only solved the rigid expenses such as housing subsidies for rural teachers and staff, performance-based salary reform, but also comprehensively upgraded the hardware and software facilities of rural schools (reconstruction and expansion of junior high school buildings and expansion of Wushan primary school playground). In 20xx, the high score of the whole region passed the acceptance of the provincial-level education modernization demonstration zone in our region.
(4) Other key special funds.
1, new construction land use fee. In 20xx-20xx, our province returned 78.48 million yuan (200718.99 million yuan, 27.78 million yuan in 2008, and 317/0.00 million yuan in 2009), and all the indicators in 2007 and 2008 have been returned to support agriculture. In 2008, Guanyinshan Street was implemented in our district. In 2007, the paid use fee for newly added construction land was returned to the provincial level. As our district is the main urban area and the urbanization process is accelerating, Guanyinshan Street will face large-scale demolition. The project was not implemented in 2007, and the funds in 2008 and 2009 were not used for other purposes, and all of them were deposited in the special account for supporting agriculture.
2. Land leasing income from agricultural land development. In 20xx-20xx, the income from land leasing for agricultural land development in our district was14.47 million yuan (6.47 million yuan in 2007, 900,000 yuan in 2008 and 7 10/0,000 yuan in 2009), so there was no project because our district was the main urban area and it was not used for other purposes.
3. Compensation fees for land-expropriated farmers. In 2007-09, the compensation for land-expropriated farmers in our district was implemented according to the document No.2007-09. Zheng Tong issued 20xx 10, and charged 343.39 million yuan for three years (2007149130,000 yuan and 2009194,900 yuan). From the implementation of document 10 in 2004 to the end of February 2009, a total of 26,233 landless peasants were resettled in the whole region, including Guanyin Mountain Simulation 10 document 1639 and Wenfeng Street 18, which entered the social security system. Of the 22,976 people who entered the social security system, 5,560 received it monthly, and17,416 received it at one time, accounting for 75% of the total, which is a big risk in the future.
4. Other projects. 346,000 yuan was awarded as a special project for rural culture, which was the special fund arranged by our district in 2007 and 2008 to send operas to the countryside and farm bookstores. Efficient facility agriculture (fishery) industry is 4156,000 yuan, which is an agricultural project invested by provinces, cities and districts, and most of the projects have been completed and accepted. Other agricultural projects, amounting to 5.79 million yuan, are export-oriented agriculture, leading enterprises' interest subsidies, and provincial and municipal subsidies for agriculture, rural areas and farmers 12 projects. The construction of a modern agricultural park is 500,000 yuan, which is a subsidy from the Agriculture Bureau for the land transfer of Guanyinshan Street Agricultural Park. Another 230,000 yuan will be allocated for re-employment training of landless farmers.
Through this self-inspection, the overall implementation of the policy of strengthening agriculture and benefiting farmers in our district is good. Basically, corresponding management systems can be established for various fund projects, or special implementation documents can be issued to implement the spirit of instructions from superiors; Subsidies to farmers can be delivered to households in full and on time; No problems such as long-term declaration, false report and fraudulent use of funds were found; The funds for strengthening agriculture and benefiting farmers arranged in the financial budget, the indicators for strengthening agriculture and benefiting farmers issued by the superior and the special funds issued by the superior are basically transferred to the special management of the special account for supporting agriculture; No problem of interception, misappropriation or misappropriation of funds was found.
Chapter II: Self-inspection report on the implementation of funds for strengthening agriculture and benefiting farmers.
According to the notice requirements of the Implementation Plan for Special Cleaning and Inspection of Funds for Strengthening Agriculture and Benefiting Farmers in Guangdong Province, our bureau has refined the funds for strengthening agriculture and benefiting farmers as required, which are divided into four major items: (1) Direct subsidies for improved grain varieties and comprehensive subsidies for agricultural materials. (2) Rural biogas construction and rural infrastructure construction. (3) Poverty alleviation funds. (4) Reward and subsidy funds for major grain-producing counties. It is divided into eleven sub-items: including improved seed subsidies, direct grain subsidies, comprehensive subsidies for agricultural materials, rural biogas construction, proposal of provincial people's congress on farmland water conservancy capital construction, funds for basic farmland improvement, funds for municipal standardized farmland, funds for consolidating and upgrading agricultural demonstration areas, funds for supporting the development of collective economy in poor villages, funds for supporting the renovation of mud brick houses in poor rural areas, and funds for rewarding and subsidizing large grain-producing counties.
The use of the above funds was cleaned up and inspected, and the situation is now reported as follows:

All the projects have been used for project construction, and some of them are in surplus. Grain seed subsidies, direct grain subsidies, comprehensive subsidies, funds to support the economic development of poor villages, and funds to support the renovation of mud brick houses in poor rural villages total 1 10,000 yuan, which are directly managed and allocated by the county finance bureau. The remaining funds of 1 10,000 yuan shall be managed and implemented by the Agricultural Bureau. Specific details will be explained separately.
Second, the management and use of funds
In the acceptance of the use of project funds, the direct payment system from the state treasury is implemented in strict accordance with the Notice of the Provincial Department of Finance on Printing and Distributing the Implementation Measures for the Reimbursement System of Special Funds for Financial Support to Agriculture in Guangdong Province (Guangdong Finance Agriculture [20xx] 1 17). Third, the project declaration and release acceptance procedures
Every year, before the project is declared, we will send special personnel to verify it one by one on the basis of the relevant town declaration. Then according to the actual situation, prepare a feasibility report and report it to the relevant departments of the city, and then report it step by step after being audited by the relevant departments of the city. Then, according to the construction tasks assigned by provinces and cities, prepare an implementation plan and report it step by step, and carry out construction after approval.
Fourth, the effectiveness of capital investment.
In recent years, through the continuous investment in agriculture by the central government, provinces, cities and counties, obvious economic and social benefits have been achieved.
1. Economic benefits: the county has increased rice by about tons, and the new output value is about 1 10,000 yuan; After the grain subsidy was implemented in 20xx, the county added about 1000 tons of rice, and the new output value was about 10,000 yuan. After the implementation of the 20xx grain subsidy, the county added tons of rice, with an additional output value of about 1 10,000 yuan, an additional corn output of about tons, and an additional output value of about 1 10,000 yuan.
2. Social benefits: high satisfaction of the masses and close relationship between the party and the masses. It improves farmers' enthusiasm for growing grain, helps to adjust agricultural structure and create high-yield grain projects, and plays a positive role in promoting grain production, increasing farmers' income and maintaining social stability.

3. There are some phenomena such as weak sense of responsibility and lax control at the level of individual village committees and village groups, which have brought some resistance to the development of grain subsidies in our county.
4. "One Card" farmers' account opening and farmers' grain data entry require a lot of work and time.
Rectification measures of intransitive verbs
