A: The CPC Central Committee and the State Council attach great importance to the function and role of unemployment insurance. The report of the 18th National Congress of the Communist Party of China puts forward that the role of unemployment insurance in promoting employment should be enhanced. The Third Plenary Session of the 18th CPC Central Committee proposed to strengthen the unemployment insurance system to prevent unemployment and promote employment. Just issued "Opinions of the State Council on Doing a Good Job in Employment and Entrepreneurship at Present and in the Future" stipulates that enterprise employees who have participated in unemployment insurance for more than 3 years according to law and obtained vocational qualification certificates or vocational skill level certificates in that year may apply for skills upgrading subsidies for insured employees, and the required funds shall be paid from the unemployment insurance fund according to regulations. In order to implement the requirements of the CPC Central Committee and the State Council, our Ministry, together with the Ministry of Finance, formulated the Notice on Issues Related to Unemployment Insurance Supporting Insured Workers to Improve their Vocational Skills, which clarified the application conditions, audit procedures, subsidy standards, capital use and supervision and management.

A: The Notice specifies and clarifies the conditions stipulated in Document No.28 of the State Council, stipulating that employees of enterprises who have paid unemployment insurance premiums for more than 36 months (including 36 months) and obtained primary (level 5), intermediate (level 4) and advanced (level 3) vocational qualification certificates or skill level certificates from January 1, 217 can apply for skills upgrading subsidies. This regulation, on the one hand, encourages employees of enterprises to participate in unemployment insurance for a long time and fulfill their payment obligations, which reflects the principle that rights and obligations are basically compatible to a certain extent. A: The notification draft stipulates the application procedures as follows: Step 1, employees should apply for skills upgrading subsidies at the unemployment insurance agency in the place where they participate in unemployment insurance within 12 months from the date of issuance of the vocational qualification certificate or vocational skill level certificate; Step 2, the unemployment insurance agency conducts an audit through online inquiry of vocational qualification certificates or vocational skill level certificates and comparison with unemployment insurance participation information; Third, after the unemployment insurance agency has approved the application in accordance with the prescribed procedures, it should directly distribute the subsidy funds to the applicant's personal bank account or social security card. At the same time, people's organizations and financial departments of all provinces (autonomous regions and municipalities) are required to formulate specific operation measures of their own provinces (autonomous regions and municipalities) according to local conditions and in line with the principles of convenience, speed, safety and prudence, and make them public on their own initiative. There are three considerations in this regulation: First, the support ability of funds in different places is different, the standards of training fees and appraisal fees are different, and the industrial direction and focus are different. It is more in line with local reality to determine the subsidy standards by local governments. Second, setting the upper limit is conducive to the balance between regions, to the balance with training subsidies, and to ensuring the safety of fund payment. a: at present, risk prevention mainly includes fund payment risk and clean government risk. From the perspective of fund payment risk, it is generally safe and controllable, but there are still some areas with low overall planning level, and the fund support ability is relatively weak. The Notice stipulates that all provinces should play the role of provincial-level adjustment funds and increase support to ensure that the insured workers in each overall planning area can enjoy the policy. From the perspective of preventing the risk of honesty, the Notice clearly stipulates the responsibilities of vocational skill appraisal institutions and unemployment insurance agencies, as well as measures such as improving the fund supervision system, unblocking the supervision channels, and pursuing the responsibility for violations of laws and regulations according to regulations.
q: what are the specific requirements for local implementation policies?
a: the circular requires people's social departments and financial departments at all levels to attach great importance to it, carefully organize it and pay close attention to its implementation. It is emphasized that we should do a good job in three aspects: First, we should improve the efficiency of audit.
