(1) subsidizing children from social welfare institutions, disabled children, orphans and children from poor families to complete their studies;

(two) to support the social welfare institutions for the elderly and the difficult elderly groups, and improve the quality of education and life;

(three) to support poor areas, disaster areas, ethnic minority areas and old revolutionary base areas to solve the special difficulties encountered in the development of social welfare undertakings;

(four) to carry out or fund public welfare cultural publicity activities related to social welfare;

(five) to carry out international cooperation and business exchanges related to social welfare;

(six) support higher education and vocational education in social management and social welfare, and cultivate social management talents;

(seven) to publicize the new concept of social welfare and support social organizations and volunteers to carry out social welfare work;

(eight) to undertake social welfare projects transferred or entrusted by government departments;

(nine) support and carry out social welfare theory research and academic exchange activities;

(ten) other activities stipulated or allowed.
