Policy implementation laws and regulations are based on residential maintenance fees. Chongqing implements the Administrative Measures for Special Maintenance of Residential Buildings (OrderNo. 165 of the Ministry of Construction and the Ministry of Finance) and the Administrative Provisions on Deposit of Special Maintenance of Residential Buildings in Chongqing (Announcement No.22 of Chongqing Housing and Urban-Rural Development Department).

According to the Measures for the Administration of Residential Special Maintenance, residential special maintenance is specially used for the maintenance, renewal and transformation of residential parts and facilities after the warranty period expires. Residential special maintenance management should follow the principles of special account storage, earmarking, decision-making by the owners and government supervision.

The competent construction department of the local people's government at or above the county level shall, jointly with the financial department at the same level, be responsible for the guidance and supervision of the special maintenance of residential buildings within their respective administrative areas.
