Article 1 Ensuring the basic livelihood of the unemployed and promoting the reemployment of the unemployed are two basic functions of the unemployment insurance system. All localities should seriously study the scientific conclusion that "employment is the foundation of people's livelihood" put forward by the 16th National Congress, accurately understand the basic functions of the unemployment insurance system, and fully implement the provisions and measures of unemployment insurance to promote re-employment. While ensuring the timely and full payment of unemployment insurance benefits and ensuring the basic livelihood of unemployed people, we should increase the investment of unemployment insurance funds in vocational skills training and job introduction services, and give full play to the function of unemployment insurance in promoting the reemployment of unemployed people. Article 2 The employing units that should participate in unemployment insurance according to the Regulations on Unemployment Insurance and these Measures shall participate in unemployment insurance according to law. Employers who have not participated in unemployment insurance shall not enjoy unemployment insurance benefits after their employees are unemployed. Article 3 The term "private non-enterprise units" as mentioned in these Measures refers to social organizations engaged in non-profit social service activities organized by enterprises, institutions, social organizations, other social forces and individual citizens with non-state-owned assets. Social organizations in the Measures refer to non-profit social organizations voluntarily formed by China citizens in order to achieve the consent of their members and carry out activities in accordance with their articles of association.
