Under the circumstances of tight time and heavy tasks, social security agencies at all levels have actively done relevant work, worked hard to implement policies in place, and achieved initial results.

After the holiday, the "Two Sessions" will be held to further improve the transfer and renewal management services, effectively do good things well, and safeguard the rights and interests of insured persons and social stability.

Judging from the situation reported in some areas, whether the pension insurance relationship can be smoothly continued is one of the main concerns of migrant workers.
Therefore, social security agencies at all levels must carefully study the "Notice of the General Office of the State Council on Forwarding the Interim Measures for the Transfer and Continuation of Basic Pension Insurance Relationships for Urban Enterprise Employees of the Ministry of Human Resources and Social Security and the Ministry of Finance" (Guobanfa [2009] No. 66) and "
Regarding the implementation of the Notice on the Implementation of the Interim Measures for the Transfer and Continuation of Basic Pension Insurance Relationships for Urban Enterprise Employees forwarded by the General Office of the State Council (Ministry of Human Resources and Social Security [2009] No. 187), we must understand the spirit and safeguard the legitimate rights and interests of the insured persons and maintain social stability.

Through all-round publicity and explanation, the majority of insured persons, especially migrant workers, can truly understand and understand the policy and the procedures and requirements for relationship renewal, so that they can feel at ease and feel at ease.
3. Ensure smooth communication channels for handling agencies.
In order to facilitate the renewal of pension insurance relationships between insured persons and handling agencies, last year our ministry established a centralized information database of contact information for social insurance handling agencies and published it to the public on the ministry and government website.
This is an important measure to ensure the smooth implementation of the pension insurance relationship renewal work, and is related to whether it can win the trust of the people.
According to reports from relevant parties, in some areas no one answered the phone or the reply was not serious or impatient, and there were even cases where the phone number was wrong and the contact could not be reached.
Social security agencies in various localities must attach great importance to this, clarify responsibilities, arrange for dedicated personnel to be on duty, and must not refuse or refuse to listen to consultation calls from insured persons, so as to ensure smooth communication channels.
Respond to callers enthusiastically in strict accordance with policies and procedures, and patiently answer relevant questions raised by callers.
All localities must follow the requirements of the "Notice on Reviewing the Contact Information of Social Insurance Agencies" (Hunan Social Insurance Center Letter [2009] No. 96), review and update relevant information in a timely manner, and telephone numbers must be changed in a timely manner.
Report to the Social Security Center of the Department to ensure the completeness and accuracy of the information.
The Social Security Center of the Ministry will conduct random inspections on the number of calls received in various places, report the inspection results nationwide, and criticize areas that do not perform well.
All provinces, autonomous regions and municipalities must also inspect and supervise the situation in their respective regions.
4. Strengthen staffing and training.
Solving the issue of pension insurance relationship transfer and continuation in accordance with new policy requirements will bring new pressure to the handling work.
Especially in areas where the employment of migrant workers is relatively concentrated, the workload of handling related business will increase significantly.
Social security agencies at all levels should promptly adjust and enrich their handling personnel according to new situations and new problems encountered, to ensure the smooth progress of transfer and continuation processing.
It is necessary to actively participate in business training organized by the ministry in order to accurately grasp policies and handling work requirements.
