1. We have conducted a careful self-examination on the management of personal rights and interests records of basic pension insurance for employees, and now report the self-examination as follows: 1. Current status of management of personal rights and interests of social insurance As of the end of August 2020, the basic pension insurance for employees of urban enterprises in our district is currently insured

There are 75 employees, 5,681 paying employees, and 1,413 retired people. Pension insurance funds are paid out in full and on time, and a personal account that remains unchanged throughout life has been established for each insured person.

From March 2020, the city's unified financial insurance project social insurance information system software will be adopted for management.

2. Self-examination of the supervision content (1) Improve the working mechanism to ensure the completeness and accuracy of rights and interests records: 1. Collection of personal rights and interests records (1) Strictly implement the social security issued by the Ministry (LB101-2000) and collect personal rights and interests information.

(2) Accurately record the registration, payment, privileges and personal rights information of insured persons and their employers.

(3) The personal rights record data is consistent with the original business management data.

(4) The basic information of insured units and individuals shall be collected on-site. The personal accounts of the basic pension insurance for urban enterprise employees shall be recorded in accordance with the policy provisions, and the individual insurance payment and unit-appropriated portion shall be recorded and managed separately.

(5) Our district has not yet collected personal rights and interests information for social insurance through the Internet when handling social insurance business.

(6) All business data collection is conducted through the front-end client of the information system.

(7) Benefit calculation and payment data are generated in strict accordance with the operating procedures of the social insurance information system.

2. Management of operating authority: (1) In accordance with policy regulations and operating procedures, corresponding personal rights record management authority is set for each position.

(2) Management permissions are set for positions in the information system.

3. At present, due to various reasons, the data verification with the industrial and commercial, civil affairs, public security, and institutional establishment departments is not thorough enough, and only the insured units or individuals are verified.

4. Connection and use of business private network: (1) The corporate pension insurance business private network is connected to municipal social security institutions.

(2) Social security institutions conduct daily management and maintenance of personal rights data through dedicated business networks.

(3) Internet indicator monitoring is organically combined with the quality of personal rights records.

5. Custody and maintenance of personal rights records: (1) Personal rights data are backed up and stored, and off-site backup storage is managed by the Municipal Bureau.

(2) When handling the transfer of social security relations, the personal rights and interests data shall be verified before processing, and relevant information shall be saved for future reference.

(3) The approval process for personal data maintenance and modification has been established and implemented, and data modifications are maintained in strict accordance with the procedures.

(4) The front-end client of the information system automatically registers and records the maintenance time, content, reason, processing method and responsible person.

6. Archiving: Any written materials involved in the collection, storage and maintenance of personal rights and interests information will be archived centrally by the Bureau Archives.

(2) Strengthen service awareness and provide entitlement record inquiry and delivery services: 1. Inquiry of insurance information is at the registered stock window. When inquiring, you need to bring the enquirer’s ID card or pension insurance payment invoice. No handling fee is charged for the inquiry service.

2. At present, personal rights records are sent by superiors through postal services, and transfers to other places are sent by our bureau through postal services.

(3) Confidentiality and security management of rights records: 1. There is no direct data input through the backend, providing false personal rights records or tampering with personal rights records.

2. Data management responsibilities are assigned to each position, and no personal rights records are entrusted to a third party for independent management and maintenance.

3. The user management permission control of the personal rights database has been implemented, and there is no phenomenon of system administrators and data administrators working part-time as business handling users or information query users.

4. Inquiries on personal rights records are strictly in accordance with the requirements of Order No. 14. The person providing the ID card and the handling personnel provide information within the inquiry scope. There is no provision of database exchange or information beyond the specified inquiry scope.
