In recent years, driven by interests, some lawless elements took advantage of loopholes in the management of medical insurance swap funds, and medical insurance funds, especially some private hospital operators, participated in fraud, which seriously affected the safety of medical insurance funds and the steady progress of medical insurance reform. Driven by economic interests, some hospitals and doctors ignore professional ethics and laws and regulations, regard the medical insurance fund as Don Yu Sheng and illegally occupy it. Insurance fraud occurs from time to time in various places, with tangible characteristics, but the purpose is the same: defrauding the national medical insurance fund.

Strengthen organizational leadership and improve political status. Public security should form a joint advisory group with the Commission for Discipline Inspection (Supervisory Committee), medical insurance, medical insurance, market supervision and other departments, give full play to the functions of various organs in special governance and emergency work, and jointly implement special governance and daily supervision with medical insurance, medical insurance and market administration. According to different inspection objects, those suspected of duty crimes in key management, special treatment and medical insurance fraud should be immediately transferred to the Commission for Discipline Inspection.

Strengthen public opinion propaganda, smooth reporting channels, and use TV media and online media to expose typical cases of fraudulent insurance. At the same time, through media newspapers, newspaper interviews, on-site consultation and other forms, we have formulated telephone reporting incentives, medical insurance interpretation, criminal law interpretation, anti-fraud policies, etc., which have formed a powerful public opinion offensive for the whole society and created a social atmosphere of "don't want to cheat, don't cheat".

Regularly focus on the professional training of criminal police in qualitative conviction, case sorting, investigation and evidence collection, and strike methods, strengthen the crackdown, implement special crackdown actions, arrange various departments, sort out relevant clues as soon as possible, focus on the crackdown, and use TV media, online media and other means to make the crackdown results public to curb criminals.

The Medical Insurance Bureau and the Ministry of Finance jointly announced the establishment of a reward system for reporting fraudulent insurance, and the highest reward for those who provide clues of fraudulent insurance is 654.38+10,000 yuan.
