Article 11 families renting low-rent housing, when the family income exceeds the minimum income standard of the year, shall promptly report to the real estate administrative department and vacate the rented low-rent housing on schedule; In violation of the provisions of the report is not timely, shall be ordered to return a house, pay the difference between commodity rent and low-cost housing rent, and impose a fine of 5000 yuan to 10000 yuan.

If it is impossible to vacate on schedule due to justifiable reasons, with the approval of the real estate administrative department where the house is located, the lease can be renewed within a certain period of time, and the real estate administrative department shall increase the rent accordingly; If you can't vacate on schedule without justifiable reasons, the real estate administrative department where the house is located shall order you to return the house and impose a fine of 2-5 times the rent of the following year.

Interim Provisions of Chengdu Municipality on Paid Transfer of the Right to Use Public Housing Directly under the Municipal Government

Article 1 These Provisions are formulated in accordance with the relevant laws, regulations and rules, combined with the reality of Chengdu, in order to regulate the paid transfer of the right to use public housing directly under the jurisdiction of our city and promote the healthy development of the real estate market.

Article 2 The term "paid transfer of the right to use public housing under the direct jurisdiction of the government" as mentioned in these Provisions refers to the act that the lessee transfers the right to use public housing under the direct jurisdiction of the government to others with the consent of the real estate management department.

Article 3 The right to use public housing directly managed by the real estate management department of this Municipality is transferred with compensation.

Fourth Chengdu Real Estate Management Bureau is in charge of the paid transfer of the right to use public housing directly under the jurisdiction of the whole city.

Jinjiang, Qingyang, Jinniu, Wuhou and chenghua district Real Estate Management Bureaus are responsible for the specific work of the paid transfer of the right to use public housing directly under their jurisdiction. Longquanyi, qingbaijiang district and county (city) real estate management departments are responsible for the specific work of transferring the right to use public housing directly under their jurisdiction.

Article 5 The transferor who transfers the right to use public housing directly under the jurisdiction must be the legal lessee of the transferred housing; Transferees of houses in Jinjiang, Qingyang, Jinniu, Chenghua and Wuhou (including high-tech zones) must have permanent residence in five urban areas (including high-tech zones). If the transferred house is in other districts (cities) and counties, the transferee must have a permanent residence in the town.

Article 6 The transfer price shall be determined by the transferor and the transferee through consultation on the principles of equality, mutual benefit, voluntariness and good faith. And truthfully declare to the real estate management department. If the declared price is lower than the market guidance price of the right to use public houses announced by the real estate management department, the transfer transaction price shall be determined according to the market guidance price, or the house leasing unit shall purchase it according to the declared price.

The market-guided price of the right to use public houses in five urban areas (including high-tech zones) is regularly published by the Chengdu real estate management department.

I. Guiding ideology, objectives and basic principles of the public housing system

By helping low-income and lowest-income families rent housing from the market, low-income families can buy affordable housing to ensure the basic housing needs of low-income and lower-income families.

(3) Basic principles: adhere to the combination of monetary subsidies, distribution in kind and graded assistance; Adhere to the dynamic adjustment of the scope, methods and standards of appropriate government assistance and assistance; Adhere to the dynamic supervision mechanism for recipients.
