Male, Han nationality, born in May, 1959, graduated from Wuhan University with a doctorate in finance and a senior economist. He used to be Party Secretary and Chairman of China Everbright Group Corporation.

In April 2023, Li was suspected of serious violation of the law and accepted the disciplinary review and supervision investigation of the State Commission for Discipline Inspection of the Central Commission for Discipline Inspection.

He has served as Vice President of China Industrial and Commercial Bank of China Henan Branch, General Manager of Head Office Business Department, President of Sichuan Branch, Vice President of China Huarong Asset Management Company, Assistant President of China Industrial and Commercial Bank, President and Vice President of China Industrial and Commercial Bank Beijing Branch. He is also the chairman of ICBC International Holdings Limited, ICBC Financial Leasing Co., Ltd. and ICBC Credit Suisse Fund Management Co., Ltd., the secretary of the Party Committee of China Everbright Group Co., Ltd., the chairman and non-executive director of China Everbright Bank, the chairman and member of the strategy committee of the board of directors, and the member of the nomination committee of the board of directors.
