According to Article 13 of the Regulations on the Administration of People's Republic of China (PRC) Foundation, a foundation may entrust some or all of its property to other foundations, social organizations or professional institutions to implement public welfare projects. So foundation projects can be entrusted to other foundations for implementation.

At the same time, the entrusting party should have the corresponding qualifications and capabilities, and both parties should sign a written agreement to clarify the entrusted matters, entrusted period, entrusted fees and other related matters.
