According to the State Council's Regulations on Foundation Management and approved by the Henan Provincial Department of Culture and Civil Affairs, Nanyang Cultural Development Foundation was established on 1 month in 2007. Over the past two years, under the leadership of the Provincial Department of Culture, the Foundation has strictly abided by relevant policies and regulations, actively carried out business activities, and achieved certain results. Donating more than 6.2 million yuan to the society has made positive contributions to the construction of rural cultural compound, cultivating new cultural people and saving historical and cultural heritage, and has been well received by all walks of life.

In response to the spirit of the instructions of the provincial party committee and the provincial government on building Henan into a big cultural province and a strong cultural province, and under the suggestion of the relevant provincial departments on upgrading Nanyang Cultural Development Foundation to Henan Yellow River Cultural Foundation, the business scope of public welfare undertakings was further broadened. With the approval of the Henan Provincial Department of Culture and the Henan Provincial Civil Affairs Department, Nanyang Cultural Development Foundation was changed to Henan Yellow River Cultural Foundation, and its office address was set at 7 18 Jinshui Road, Zhengzhou City.

After the transition, the Henan Yellow River Cultural Foundation decided to hire Wang Quanshu, chairman of the CPPCC, Hou Zhiying, former deputy director of the Standing Committee of the Provincial People's Congress, and Wang Mingyi, former deputy governor of the provincial people's government, as consultants, and elected Liu Fumin, assistant inspector of the Propaganda Department of the former provincial party committee, as honorary chairman. We believe that under the leadership of the Provincial Department of Culture and the Civil Affairs Department, the Yellow River Cultural Foundation of Henan Province will be able to achieve a more comprehensive and healthy development and make new and greater contributions to the development of cultural undertakings in Henan Province.
