Article 2 The State Education Commission shall carry out six-year follow-up management for the personnel selected for the "Cross-century Excellent Talents Program" (hereinafter referred to as the "Program") from the year following the approval year, with the first three years as the fund support period and the last three years as the follow-up management period. Article 3 The planned funds refer to the funds for supporting the selected personnel to carry out scientific research and academic activities. According to the project management, the selected students will use it independently under the supervision of the school. About one-third of the total amount will be allocated in the first year, and will be allocated in the next two years according to the implementation of the plan. Article 5 During the period of fund support, the project winner shall submit the annual progress report before 65438+February 10 every year; After the end of the funding period, the winners of the plan shall submit a summary report before March 30 of the following year after the end of the year; During the follow-up management, the school should submit the project progress report, scientific research achievements, newly published papers, published works, participation in academic activities at home and abroad, personal promotion and awards in written form before February 10 every year. Article 6 During the period of fund support, the State Education Commission will evaluate the implementation progress of the plan every year. Under any of the following circumstances, the selected personnel may be given treatment such as reducing funding, suspending funding, and canceling qualifications according to the circumstances.
(1) Failing to submit the annual progress report within the prescribed time limit;
(2) The annual progress report is inaccurate;
(3) Failing to carry out research work according to the original plan without justifiable reasons;
(four) has nothing to do with the research topic, and has been abroad for more than half a year at a time;
(five) the assessment is unqualified;
(six) has been transferred from the original school;
(seven) in violation of the relevant provisions of the plan for the use of funds. Article 7 The State Education Commission will organize inspections or hold exchange meetings on the plan management and the use of funds from time to time. Regularly evaluate the project winners whose funding period has ended. Major research projects carried out by particularly outstanding people may be given appropriate additional funding as appropriate with the approval of the planning leading group. Article 8 Personnel (teachers) and scientific research departments who plan to be selected into schools should actively cooperate, strengthen management and take practical measures to do this work well.
