Article 1 In order to protect forest resources and promote the development of forestry production, these Measures are formulated in accordance with the Regulations on the Prevention and Control of Forest Pests and Diseases issued by the State Council and combined with the actual situation of this province. Article 2 The term "prevention and control of forest pests and diseases" as mentioned in these Measures refers to the prevention and control of pests and rodents in forests, trees (including fruit trees and mulberry trees), tree seedlings, timber, bamboo villages and fruits (hereinafter referred to as forest pests and diseases). Article 3 The prevention and control of forest pests and diseases shall be "prevention first and comprehensive management". Policy. Forest management units and individuals should implement scientific management in all aspects of forestry production, such as seed collection, seedling raising, afforestation (garden building), tending management, logging, storage and transportation, adopt advanced technologies and measures to curb the occurrence and development of forest diseases and insect pests, and create an environment conducive to the healthy growth of forest trees. Article 4 The competent forestry authorities of the people's governments at all levels shall be in charge of the prevention and control of forest diseases and insect pests within their respective administrative areas, and their subordinate forest disease and insect pest control institutions shall be responsible for organizing the prevention and control of forest diseases and insect pests.

Article 13 The competent forestry authorities and relevant departments in adjacent areas shall establish a joint control system for forest diseases and insect pests. Article 18 The responsible personnel specified in Article 16 of these Measures or the national staff who neglect their duties in the prevention and control of forest diseases and insect pests shall be given administrative sanctions by their units or higher authorities; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Nineteenth if a party refuses to accept the decision on administrative punishment, it may, within fifteen days from the date of receiving the notice of punishment, apply for reconsideration to the organ at the next higher level of the organ that made the decision on punishment; If you are not satisfied with the reconsideration decision, you can bring a lawsuit to the people's court within 15 days from the date of receiving the reconsideration decision. The parties may also bring a suit directly to the people's court within 15 days from the date of receiving the penalty notice. If it fails to apply for reconsideration, bring a lawsuit or perform the punishment decision within the time limit, the organ that made the punishment decision shall apply to the people's court for compulsory execution.
