Article 1 In order to standardize and strengthen the central special lottery public welfare fund to support the management of children's palace projects in rural schools, these measures are formulated in accordance with the relevant provisions of the Regulations on Lottery Management (Order No.554 of the State Council) and the Measures for the Administration of Lottery Public Welfare Fund (Caizong [2007] No.83).
Article 2 The project of supporting children's palace in rural schools with central special lottery funds as mentioned in these Measures (hereinafter referred to as the project) refers to the equipment repair, operation subsidy and personnel training of children's palace in rural schools arranged by the Ministry of Finance, the Office of the Central Steering Committee for Spiritual Civilization Construction (hereinafter referred to as the Central Civilization Office) and the Ministry of Education in 201kloc-0/5.
Article 3 The Children's Palace in rural schools as mentioned in these Measures refers to a public welfare activity place that relies on the existing venues, classrooms and facilities of township central schools, carries out repairs and is equipped with necessary equipment, relies on teachers and volunteers for management, and organizes mass off-campus activities in spare time and holidays.
Article 4 The central special lottery public welfare fund used for projects (hereinafter referred to as project funds) shall adhere to the principles of openness, transparency, standardized management and earmarking.
Article 5 Places, facilities, equipment and public welfare activities funded by project funds shall be marked with the words "China Welfare Lottery and China Sports Lottery Funded by Lottery Public Welfare Fund" in a prominent position.
Chapter II Scope and Standards for the Use of Funds
Article 6 The scope of use of project funds is as follows:
(1) Repairing equipment: using the existing venues and classrooms of township central schools to repair and equip them, and refurbishing them into children's palaces of rural schools suitable for holding mass off-campus activities;
(2) Operating subsidy: subsidize the daily operating expenses of the children's palace in rural schools that have carried out activities, and train the managers of the children's palace in rural schools.
Article 7 The standards for project funds are as follows:
(1) The standard of equipment repair fee is 200,000 yuan per institute on average, of which the repair fee is not higher than 60,000 yuan and the equipment is not lower than 1.4 million yuan;
(two) the standard of operating subsidies is an average of 50 thousand yuan per year.
Chapter III Project Declaration and Use of Funds
Eighth project application and approval procedures are as follows:
(1) The Central Civilization Office shall, jointly with the Ministry of Finance and the Ministry of Education, formulate the overall planning of the project and issue quantitative indicators for children's palaces in rural schools to all localities every year;
(two) the provincial civilization office shall, jointly with the finance and education departments at the same level, formulate the declaration methods and declaration templates, and organize the local declaration and review projects;
(three) the provincial civilization office in conjunction with the finance and education departments at the same level after the audit project, reported to the Central Civilization Office, the Ministry of Finance and the Ministry of Education for the record;
(four) the Central Civilization Office in conjunction with the Ministry of Finance and the Ministry of Education to conduct spot checks on the project.
Article 9 The project fund budget shall be issued by the Ministry of Finance to the finance departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government and the Finance Bureau of Xinjiang Production and Construction Corps (hereinafter referred to as the provincial finance department) on an annual basis according to the project fund standards stipulated in Article 7 of these Measures and the quantitative indicators of children's palaces in rural schools.
Tenth operating subsidy funds, by the provincial finance department in conjunction with the civilization office at the same level and the education department according to the performance and management level of children's palace in rural schools, put forward the "award instead of compensation" after the distribution.
Eleventh provincial financial departments according to the local financial situation, can make overall arrangements for the use of funds and project funds arranged by the central government.
Twelfth local financial departments should implement special management of project funds, strictly in accordance with the provisions of the use, and shall not be withheld, misappropriated or misappropriated.
Article 13 When arranging the use of project funds, 229 categories of "other expenditures", 60 items of "expenditures arranged by the lottery public welfare fund" and 04 items of "expenditures used by the lottery public welfare fund for education" shall be reported in the government revenue and expenditure classification table.
Article 14 If the capital construction expenditure of a project falls within the scope of government procurement, it shall be implemented in accordance with the relevant provisions of government procurement.
Fifteenth project funds payment management, in accordance with the relevant provisions of the financial treasury management system.
Article 16 Once a project is approved, it may not be adjusted in principle. In the process of implementation, if it needs to be adjusted for special reasons, it shall be submitted for approval in accordance with the original application and approval procedures.
Seventeenth provincial civilization office shall, in conjunction with the finance department and education department at the same level, formulate specific measures for the implementation of the project according to these measures, and report them to the Central Civilization Office, the Ministry of Finance and the Ministry of Education for the record.
Chapter IV Supervision and Administration
Eighteenth financial departments at all levels, civilization office and education departments should strengthen the supervision and inspection of project fund management and project implementation, to ensure that the funds are earmarked.
Nineteenth provincial finance departments, civilization offices and education departments shall submit the allocation and use of project funds and project implementation in the previous year to the Ministry of Finance, the Central Civilization Office and the Ministry of Education before the end of March each year.
Twentieth provincial finance departments, civilization offices and education departments shall, before the end of June each year, announce to the public the allocation and use of project funds and the implementation of the project in the previous year.
Twenty-first provincial civilization office shall set up a complaint telephone, accept complaints and deal with them in time.
Twenty-second units and individuals in violation of regulations, interception, misappropriation, misappropriation of project funds. , in accordance with the regulations on penalties and sanctions for financial violations (the State Council DecreeNo. 427th) shall be investigated for legal responsibility.
Chapter V Supplementary Provisions
Article 23 The Ministry of Finance, the Central Civilization Office and the Ministry of Education shall be responsible for the interpretation of these Measures.
Article 24 These Measures shall come into force as of the date of promulgation.
