Counties (cities), districts and departments directly under the municipal government shall, according to the annual total wage plan of subordinate organs and institutions, timely prepare the total wage plan of the local area and the department, decompose it step by step and implement it to subordinate grass-roots units, and send a copy to the municipal personnel department for the record. ?

Newly established organs and institutions shall go through the relevant procedures such as the Salary Fund Management Manual at the personnel department of the government at the same level with the documents approved by the preparation department. Article 8 Before the annual total wage plan is issued, the use plan of the temporary wage fund of various organs and institutions in the first half of the year may be approved by the personnel department of the government at the same level according to the actual total wages paid in the same period of last year. Ninth organs and institutions can only set up a special account for wage funds in one bank. The bank shall pay the wage fund according to the plan for the use of the wage fund determined in the Management Manual of the wage fund. Article 10 State organs and institutions shall strictly control the number of employees. If it is really necessary to increase the number of employees, the transfer, distribution and recruitment procedures should be handled within the limit, and then the procedures for increasing the wage fund should be handled with the personnel plan card and personnel plan management manual issued by the personnel department of the government at the same level. Eleventh organs and institutions must use temporary workers because of their work needs, and handle the total wages plan of temporary workers with the single plan and related procedures issued by the personnel department of the city and county (city) district. The total wages of temporary workers shall be planned separately. Article 12 The institutions that have been approved to implement lump-sum total wages and link the total wages with economic benefits shall be approved by the financial and personnel departments respectively for their benefit indicators, total wage base and floating ratio, determine their total wages plan, and make adjustments according to the increase or decrease of benefit indicators in the year-end assessment. Thirteenth institutions should consciously implement the provisions of the state and the province on the management of wage funds and these measures, and shall not spend money, cash, bonuses, subsidies, physical objects, etc. in any form. Any reason, and report the use of wage funds to the higher authorities once a year. Fourteenth municipal personnel departments regularly and irregularly monitor the use of wage funds of government agencies and institutions in the city every year, and punish units and individuals who violate the provisions in accordance with relevant laws, regulations and rules of the state, province and city.
