There are "Opinions of the State Council Central Committee on Strengthening and Improving Urban and Rural Community Governance"; "Opinions of the State Council Central Committee on Strengthening and Perfecting Urban and Rural Community Governance" is an opinion put forward under the leadership of the Party to strengthen and improve urban and rural community governance in order to realize the benign interaction between government governance, social regulation and residents' autonomy, comprehensively improve the level of rule of law, scientificity, refinement and organization of urban and rural community governance, and promote the modernization of urban and rural community governance system and governance capacity. The Central Committee of the Communist Party of China and the State Council promulgated and implemented on June 20th, 2002. The Opinions of the Central Committee of the State Council on Strengthening and Perfecting Urban and Rural Community Governance defines five basic principles that must be adhered to in strengthening and perfecting urban and rural community governance, namely, upholding the leadership of the Party and strengthening the foundation; Adhere to people-oriented and serve residents; Persist in reform and innovation and govern according to law; Adhere to the coordinated development of urban and rural areas; Adhere to local conditions and highlight characteristics. The opinion also calls for strengthening organizational guarantee, improving the leadership system and working mechanism, increasing capital investment, strengthening the construction of community workers, and improving the policy standard system and incentive and publicity mechanism.
