Since I started working in the district, I have to celebrate two special festivals every year-Eid al-Fitr and Eid al-Adha. During these two festivals, the leading comrades of the Party Committee, the People's Congress, the government and the CPPCC of the autonomous region and I will go to the Nanguan Mosque in Yinchuan, the Institute of Islamic Studies in Ningxia and other places to express festive congratulations to the Muslim masses, and attend tea parties held by the United Front Work Department of the Party Committee of the autonomous region, the Ethnic Affairs Commission of the autonomous region and the Religious Affairs Bureau. As a result of long-term participation in such activities, I learned some manners and learned many rules. As an intellectual cadre of the Han nationality who works in Ningxia from other places, I have not only forged a friendship with my Han brothers and sisters here, but also established a kinship relationship with the Hui people here. There are 2.3 million Hui people in Ningxia, accounting for one-third of the total population in Ningxia and one-fifth of the total number of Hui people in the country. After coming to Ning, I was infected by the ethnic characteristics of Hui brothers. Hui people are very hygienic, United, hardworking and simple, and have a strong enterprising spirit. These make me feel close to and admire the Hui brothers. In the future years of work, I am impressed and impressed by the integrity of local Hui cadres. For example, Ma Tengai, an upper-class Muslim in Ningxia and former vice chairman of the autonomous region, personally formulated a poverty alleviation plan and devoted a lot of efforts to national unity and progress; Hong Weizong, former vice chairman of the Autonomous Region CPPCC, actively donated money to run Hope School; In 1988, when I was just the vice chairman of the autonomous region and was in charge of the planning work, Ma Yingliang, the executive vice chairman, and Comrade Ma Sizhong, the former chairman of the CPPCC in the autonomous region, gave me a lot of encouragement and help.

in Ningxia, our party has left a fine tradition and successful experience in ethnic and religious work. On October 5, 1935, the Shaanxi-Gansu detachment led by the CPC Central Committee arrived in Xiji County, Ningxia Hui Autonomous Region. That night, Comrade Mao Zedong camped in Shanjiaji Village, Xinglong Town, where the Hui people lived. On October 22, 1936, the First Corps of the Red Army of the Western Expedition led by Zuo Quan and Nie Rongzhen and the Red Second Army led by He Long, Ren Bishi, Guan Xiangying and Liu Bocheng joined forces at Taibao in Xiji County, respectively, announcing the victory of the 25,-mile Long March. During the Long March, it was precisely because of the implementation of the correct ethnic policy that the Red Army was able to pass through the Huimin area smoothly and forged a profound friendship with them. On October 2, 1936, the first county-level Muslim autonomous revolutionary regime in China's history-the Muslim autonomous government in Yuhai County, Shaanxi-Gansu-Ningxia Province was established in Tongxin Mosque. The fine tradition and successful experience of the Red Army in ethnic and religious work have important guidance and reference significance for us to do a good job in ethnic and religious work in the new period.

Ningxia is one of the five minority autonomous regions in China, so the Party committee and government of the autonomous region have always attached great importance to ethnic and religious work. When I was working in the government, I went to the southern mountainous areas where ethnic minorities are concentrated with Secretary Huang Huang and President Bai Lichen for many times to help solve problems in economic and social development. Since the 199s, the Party committee and government of the autonomous region have paid more attention to the southern mountainous areas, vigorously improved the production conditions of counties, and strengthened infrastructure construction. The government has also allocated tens of millions of yuan to support Xiji County to do 26 practical things. I have also reported to the State Ethnic Affairs Commission, the Ministry of Finance, the Ministry of Civil Affairs and other departments with relevant leaders and departments for many times, and won a poverty alleviation fund of not less than 1 million yuan per year for Xiji County for many years. As of 25, the state has invested about 15 million yuan in special poverty alleviation funds for Xiji County.

Our region has been very successful in implementing the Party's policy of freedom of religious belief. Hajj is the urgent desire of the majority of Muslims, and the Party committee and government of the autonomous region attach great importance to it and actively do a good job in foreign affairs to facilitate the travel of Muslims. On February 28th, 1999, a pilgrimage group of 187 Muslims from Ningxia went to pilgrimage to mecca, Saudi Arabia. Before leaving, I visited them on behalf of the District Party Committee, hoping that they would carry forward the fine tradition of patriotism and love of Islam and fully reflect the good spiritual outlook of Muslims in China. These include increasing the grants for boarding primary and secondary schools of Hui nationality from 15 yuan and 12 yuan to 3 yuan and 2 yuan respectively; Lowered the scores of minority candidates in the college entrance examination, and stipulated that the admission ratio of colleges and universities in the region should increase by one percentage point every year; The autonomous region arranges 1 million yuan of "science and technology poverty alleviation funds" from "underdeveloped funds" every year to support the development of science and technology in southern mountainous areas; The finance of the autonomous region arranges 3 million yuan each year, of which 1 million yuan is used to reduce fluoride and improve water, and 2 million yuan is used for the prevention and control of endemic diseases and infectious diseases, the health care of women and children, and the publicity and education of health knowledge among the people in ethnic minority areas and remote mountainous areas; It is required that the proportion of minority reserve cadres should be roughly equal to the proportion of minority population, and at least one Hui or minority cadre should be equipped in the leading bodies of major departments of the autonomous region; The Party School of the Autonomous Region holds junior college and undergraduate classes of "Economic Management Major for Ethnic Minority Cadres", and recruits 1 young and middle-aged ethnic minority cadres every year; Formulated regulations on the management of ethnic and religious affairs, and so on. The new Party committee and government, in view of the relatively large gap between the education in the southern mountainous areas where ethnic minorities live in concentrated communities and those in Sichuan and Yinchuan, have decided to build a boarding ordinary high school with a scale of 3, students for the purpose of enrolling poor students in the southern mountainous areas, starting from the reality of speeding up the development of education in the southern mountainous areas, improving the quality of the population in poverty-stricken areas and realizing poverty alleviation and well-off life in the mountainous areas at an early date. This is a senior middle school directly under the Education Department, which focuses on enrolling poor students in southern mountainous areas. After several years of development, Liupanshan Senior High School has become one of the famous schools in Ningxia. Now another similar school, Yucai Middle School with a scale of 1, students, will be completed in June 28.

In ethnic areas, doing well ethnic and religious work is the foundation of building a harmonious society. The 16th National Congress of the Communist Party of China regards "adhering to the overriding principle of stability and correctly handling the relationship between reform, development and stability" as one of the important goals of building a well-off society in an all-round way. The well-off society we are building should be a well-off society with balanced development of economy, politics and culture and harmony between man and nature. "To promote harmony between man and nature, between man and society, we must do a good job in ethnic and religious work and promote harmony among ethnic groups."
