In order to strengthen the management of safe production and civilized construction, guarantee and improve the working conditions and living environment of construction personnel, and prevent construction safety accidents, the construction subcontractors shall abide by the relevant management regulations of safe production and civilized construction in the project construction. The cost of safe construction and civilized construction shall be borne by the project contractor.
(4) Labor cost.
Labor costs include basic wages, wage subsidies, auxiliary wages, welfare expenses and labor protection expenses of construction workers. The calculation standard and method of labor cost shall be agreed by the project contractor and the construction subcontractor in the contract, but the calculated unit price of man-day shall not be lower than the lowest unit price of man-day published locally.
(5) Labor subcontracting shall be put on record, and no "black and white contract" shall be signed.
After signing the labor subcontracting contract with the labor subcontracting enterprise, the construction general contracting unit shall, within five working days, file with the county-level construction administrative department responsible for handling the construction application procedures.
(6) The general contractor shall be jointly and severally liable for the wage payment of migrant workers in subcontractors.
