(1) It is necessary for our school to establish a provincial-level demonstration secondary vocational school to promote the regional economic development of our city. "Leading by science and technology, giving priority to transportation, prospering the city through industry and commerce, enriching the people and strengthening the city" is the development strategy of our city at present and in the future. The strategy of "prospering industry and living business" requires our city to accelerate the transformation of economic development mode, vigorously promote the optimization and upgrading of industrial structure, strive to build a modern industrial system, accelerate the promotion of new industrialization, and promote the development of related industries with industrialization and informationization. Therefore, our city is in urgent need of a large number of middle and senior skilled workers. Take Huaihua Industrial Park as an example. At present, 9 industrial enterprises/kloc-0 have been introduced into the park, of which 7 have been put into production and 6 are under construction. It is estimated that more than 20,000 industrial workers are needed, including middle and senior technicians10.2 million. In recent years, our school has rapidly developed into a new type of secondary vocational school focusing on engineering vocational education and integrating teacher vocational education and art vocational education. Therefore, making our school bigger and stronger is an effective way to solve the shortage of skilled workers in the process of industrialization in our city.
(2) The establishment of provincial demonstration secondary vocational schools in our school is the need to build the backbone system of regional vocational education in our city and promote the sustained and healthy development of vocational education in our city. In recent years, our city has attached great importance to the development of vocational education, increased investment in vocational education and actively integrated vocational education resources. In 2008, the city rectified and integrated the school-running market of secondary vocational schools in the city, and further established school-running norms and standards that meet the needs of vocational education. In 2009, our city listed the development of secondary vocational education as one of the key points of strengthening the city through education, and took secondary vocational education as a strategic breakthrough in education. At present, there are 48 secondary vocational schools in our city with 54,000 students, with a ratio of 54: 46. However, there are still many problems in the development of secondary vocational schools in our city. First, there are too many secondary vocational schools. Our city has a population of 5.04 million. According to the requirement of the Ministry of Education to set up an ordinary high school and a secondary vocational school with a population of 6.5438+0.5 million, the number of existing secondary vocational schools in our city greatly exceeds the demand for secondary vocational schools in Huaihua City. Second, the quality of running schools needs to be improved. Many secondary vocational schools in our city still stay in training low-level workers for the part-time economy, and the training time is too short to meet the requirements of the quality of education and teaching in secondary vocational schools and the demand of enterprises for senior skilled talents. Third, the characteristics of running a school are not strong. The vast majority of secondary vocational schools in our city offer tertiary industry specialty, which is not distinctive in running schools, and the industrial docking needs to be further optimized. Therefore, in order to further promote the development of vocational education in our city, we must highlight the key points and build model schools, so as to promote and enhance the overall development of secondary vocational education in our city. Our school has a high reputation in terms of school conditions, experience, quality and ideas. The establishment of provincial demonstration secondary vocational schools plays an important role in building the backbone system of regional vocational education in our city and promoting the healthy and rapid development of vocational education in our city and its surrounding areas.
(3) The establishment of provincial demonstration secondary vocational schools in our school is the need to promote the employment of people in our city and its surrounding areas and improve their living standards. Huaihua City, located in the southwest of Hunan Province, is a typical poverty-stricken marginal area with a relatively low living standard. The rural population is large, the per capita arable land area is insufficient 1 mu, and the rural surplus labor force among the agricultural population is 800,000. There are 40,000-60,000 junior high school graduates every year. In February, 2009, the Municipal Party Committee and the Municipal Government explicitly requested to strengthen the role of vocational education in serving economic and social development, and strive to train rural labor force10.5 million, rural practical skills10.5 million, and laid-off and unemployed people10.9 million to achieve re-employment. In the past three years, our school has solved the problem of rural population transfer of more than 3,000 people through training secondary vocational students, rural labor transfer and employment training for laid-off workers, and made due contributions to the construction of a new socialist countryside in our city. Therefore, the establishment of provincial demonstration secondary vocational schools in our school is a direct and effective measure to promote people's employment and improve people's living standards in our city and its surrounding areas, which has far-reaching significance.
Second, the feasibility of establishing provincial demonstration secondary vocational schools in our school
(1) Our school is a secondary vocational school with excellent school-running conditions, complete facilities and strong demonstration. Our school is a famous husband's school with a history of more than 70 years. At present, our school has more than 3,200 registered students of all levels and types, and more than 2,200 full-time students. Vocational education practitioners 182, including full-time teachers 143 (74 associate professors and senior lecturers, 67 lecturers and 48 double-qualified teachers), winners of Xu Teli Education Fund Award 1 person, 3 winners of Ceng Xianzi Education Fund Award, 3 provincial special-grade teachers, 2 national excellent teachers and 2 provincial excellent teachers. Full-time teachers have bachelor's degree or above, and 9 of them have obtained graduate course completion certificates. The campus covers an area of 150 mu, with a construction area of nearly 60,000 square meters. There are computer teaching center, mold disassembly training room, fitter training workshop, numerical control workshop, ballroom, piano room, computer campus network, campus TV station and closed-circuit TV system. It has sent more than 30,000 middle and senior technical talents and normal education talents to the society.
For a long time, our school has always adhered to the tenet of "building a school by quality and strengthening the school by scientific research", highlighting the service to the countryside. In terms of running normal vocational education well, it has set an excellent model and example for secondary vocational education in the city and even the whole province. In recent years, combined with the actual economic development in Huaihua City, our school has rapidly transformed from normal vocational education to engineering vocational education, which has made outstanding contributions to the development of labor resources and the promotion of new industrialization in our city and won wide social praise. On June 5438+February, 2005, our school was rated as the only school in Huaihua City and its surrounding cities (states) with the professional qualification to offer preschool education by the Provincial Department of Education. On June 5438+February, 2007, our school was nominated by the Municipal Education Bureau, and declared "Advanced Vocational Guidance Unit" and "Advanced Moral Education Unit" to the Moral Education and Employment Guidance Research Association of Hunan Vocational Education Association. In March, 2008, Vice Mayor Wang of Huaihua Municipal People's Government led a vocational education research group of the municipal government to our school for investigation. He spoke highly of our school's successful transformation from normal education to vocational education, and gave important instructions for our school's development, that is, to further enlarge and strengthen vocational education and strive to be the vanguard of secondary vocational education in Huaihua City. (2) The status of engineering specialty in our school is becoming more and more prominent, and it is more and more closely connected with the industry, so graduates are well received by the society. Since 2000, the Academic Affairs Office and the Admissions and Employment Guidance Office of our school have constantly adjusted their major settings according to the annual market demand and the actual situation of the school, so that the professional structure has been in a state of dynamic adjustment and optimization. According to the economic development and industrial adjustment of Huaihua City, a professional structure has been gradually formed, focusing on engineering majors such as mold design and manufacturing, numerical control technology application, computer and application, supplemented by preschool education, and taking into account the secondary industry and the tertiary industry. The professional features are obvious, and the industry is widely connected. In particular, the training conditions and teaching staff of our school's mold design and manufacturing, numerical control technology application and other mechanical processing majors are among the best in secondary vocational schools in our city.
In order to improve teachers' teaching level and scientific research ability, our school organized more than 20 professional teachers to participate in the continuing education and training of provincial and national key teachers in secondary vocational schools. In 2006, mold design and manufacturing specialty was brought into the school-level excellent specialty construction plan for the first time in our school. In 2007, Huaihua Cooperation Group, the tenth five-year plan project of the Ministry of Education, hosted by our school, achieved outstanding results, won the first prize of the national seminar 16, and published more than 5 papers in journals above the provincial level. In May of the same year, our school's computer and application majors and preschool education majors were nominated by the Municipal Education Bureau and reported to the Hunan Provincial Education Department for the construction project of quality specialty. In May, 2008 and February, 2009, Huaihua Municipal Party Committee and Municipal Government clearly requested in the Implementation Opinions on Vigorously Developing Vocational Education and the Implementation Opinions on Strengthening the City through Education respectively that the regular investment in vocational education should be increased in the next few years, and the municipal finance will allocate 654.38 million yuan of special funds for vocational education every year, of which 30% of the additional funds for urban education will be used for vocational education. The proportion of education expenditure in the fiscal budget to fiscal expenditure increases by 1 to 2 percentage points every year; All centralized education funds should set up special accounts and be used for education in full according to the prescribed purposes; Urban education surcharge, rural tax and fee reform transfer payment funds, urban maintenance and construction tax, urban infrastructure supporting fees, etc. Must be levied according to the standards stipulated by the state and the province for education. At the same time, it is clearly stipulated that 30% of the additional urban education will be used for vocational education, and the per capita 1 yuan special fund for vocational education will be implemented. The city's conference on strengthening the city by education also proposed that the key plan is to start the "Huaihua Vocational Education City" project with an area of 3,400 mu and a school scale of 30,000 people. The Municipal Party Committee and the Municipal Government attach great importance to the construction and development of our school, and plan to invest 65.438+0.37 billion yuan of construction funds and 500 mu of construction land for the infrastructure construction of our school, the upgrading of software and hardware facilities for education and teaching, which provides a strong policy and financial guarantee for the establishment of provincial demonstration secondary vocational schools in our school.
