1. If the insured mail is lost or completely damaged, it shall be compensated according to the insured amount; In case of partial damage or shortage, compensation shall be made in proportion to the declared value;
2. If the mail without quotation is lost, damaged or short, compensation shall be made according to the actual loss value, and the maximum compensation amount shall not exceed three times of the postage paid;
3. If the mail is delayed (subject to the time limit for the whole process announced to the public), the postage will be exempted (excluding extra expenses such as packaging boxes, brief tables and insured fees);
4. The compensation for one ticket and multiple emails shall be executed according to the agreement signed with the agreement customer.

Article 21
Postal enterprises should publish their service types, business hours, tariff standards, mail and remittance inquiries, loss compensation methods and users' complaints about their service quality in their business premises or in other ways. Article 45
The provisions of this chapter shall apply to the compensation for the loss of mail and remittance within the scope of postal universal service business.
The provisions of relevant civil laws shall apply to the compensation for postal losses beyond the scope of universal postal services.
The loss of mail refers to the loss, damage or absence of internal parts of mail.
