(1) Each unit shall prepare a quarterly wage fund use plan according to the relevant provisions of the state and report it to the higher authorities for approval. The bank shall supervise the payment according to the approved wage fund use plan.
(II) All expenditures, whether in cash or by transfer, made up of total wages shall be paid in terms of taxes and profits, total wage base, linked proportion and wage increase calculated according to the linked proportion approved by the state, and shall be paid from the special account of the wage fund through the bank where the account is opened.
(3) All units are not allowed to pay wages, bonuses and allowances other than those stipulated by the state, and banks have the right to refuse to pay. Pay bonuses to employees in kind and in disguise.
(4) In violation of national policies and regulations, increase employees and wage funds without authorization, and distribute bonuses in kind and in disguised form to employees. The bank has the right to refuse to pay.
(5) For an enterprise owned by the whole people that has been approved by the state to link its total wages with its economic benefits, the competent department of the relevant province, autonomous region, municipality directly under the Central Government or the State Council shall, in accordance with the affiliation, reach the enterprise step by step with the tax and profit approved by the state, the total wage base, the linked proportion and the wage increase calculated according to the linked proportion, and send a copy to its bank.
The supervision scope of wage funds mainly includes hourly wages, piece-rate wages, overtime wages, additional wages, bonuses and allowances, and other items paid to individual employees by enterprises, institutions, organs and other units owned by the whole people, which are part of the total wages.
Wage fund supervision refers to the process that the state authorizes banks to analyze, check and manage the wage and payment activities of various units according to the wage fund plan and relevant regulations, and is an important part of cash management.
Because wage payment accounts for a large proportion in cash payment, strengthening the supervision of wage fund will play an important role in controlling cash delivery, regulating currency circulation, controlling the number of employees and total wages.
