1. Aims and objectives

Guided by the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th Central Committee, we will fully implement the spirit of document Jirenfa [214] No.1, and follow the development idea of "relying on cities, developing agriculture, serving cities and affluent farmers" and the strategic positioning of developing urban modern agriculture, highlighting the characteristics of "water from the south to the north" and closely focusing on "urban agricultural parks and rice". Highlight reform and innovation, highlight scientific and technological support, highlight the cultivation of new agricultural business entities, highlight ecology and sustainability, make every effort to create new characteristics and build new advantages, and accelerate the transformation from primary production to the integration of primary production and secondary production, and from traditional agriculture to urban modern agriculture.

II. Principles and Requirements

III. Focus and Scope

The district government sets up a special fund for agricultural development of 2 million yuan every year, which is included in the annual budget. According to the strategic orientation of the district committee and the district government for the development of urban agriculture, highlight the characteristics of

"South Water and North Forest" and focus on supporting the following agricultural projects.

1. Urban modern agriculture demonstration park. Focus on supporting modern agricultural demonstration parks such as science and technology demonstration, ecological efficiency, sightseeing, leisure and entertainment, and farming experience.

2. Three innovative agricultural projects. That is, the related projects of the three major agricultural innovation projects, such as full mechanization of rice area, comprehensive utilization of straw and high-efficiency planting and breeding under forest.

3. Cultivation of new agricultural management entities. Including leading agricultural enterprises, markets, farmers' professional cooperatives, family farms, large professional households and so on.

4. Agricultural science and technology innovation. Including the introduction of new varieties, scientific research institutes, brand building, experimental bases and so on.

IV. Contents and standards

(1) Urban modern agricultural park project

1. Encourage the development of urban modern agricultural demonstration parks. During the year, all kinds of urban modern agricultural demonstration parks will be built, integrating science and technology demonstration, tourism and leisure sports. If the investment is more than 1 million yuan and the scale of land transfer is more than 3 mu, a one-time reward of 2, yuan will be given.

2. Those who were named as national, provincial, municipal and district-level modern agricultural demonstration parks in that year will be rewarded with 1 million yuan, 5, yuan, 1, yuan and 3, yuan respectively.

(II) Modern agriculture demonstration base project

1. Forest fruit base. New contiguous development of economic forest area of more than 2 acres, the survival rate of more than 85%, each reward 5 thousand yuan. New contiguous development of lotus root and willow area of more than 5 mu, a one-time reward of 3 thousand yuan.

2. If the newly-developed seedling base and germplasm resource base cover an area of more than 2 mu, the introduction base for new varieties of seedlings covers an area of more than 1 mu, and the introduction base for new varieties of flowers covers an area of more than 1 mu, a one-time reward of 5, yuan will be given.

(3) Three major agricultural innovation projects

5. Large grain growers. During the year, large grain growers engaged in large-scale grain production and intensive commercial production, with a scale of more than 3 mu, will receive a one-time reward of 5, yuan.

(V) Agricultural scientific and technological innovation projects

1. Agricultural scientific research institutions. Encourage leading enterprises in agricultural industrialization (farmers' professional cooperatives) to cooperate with agricultural research institutes.
