On August 2 1 2004, Jackie Chan, China Social Workers Association, and Yang Shoucheng Charity Foundation held a press conference for the establishment. Jackie Chan, honorary chairman of Yang Shoucheng Charity Fund and former vice chairman of CPPCC, Jackie Chan, president of China Social Workers Association, Xu Ruixin, chairman of Yang Shoucheng Charity Fund, Jackie Chan, an internationally renowned movie star, and Yang Shoucheng, vice chairman of Yang Shoucheng Charity Fund, delivered speeches respectively, and leaders of relevant countries and units attended the meeting to congratulate them.

Jackie Chan and Yang Shoucheng Public Welfare Foundation were established with the approval of the Ministry of Civil Affairs, with an initial capital of 65,438.02 million yuan donated by Mr. Jackie Chan and Mr. Yang Shuocheng. The fund is located in China Social Workers' Association, and has received support and help from the Liaison Office of the Central Government in Hong Kong and the leaders of the Ministry of Civil Affairs.

Jackie Chan and Yang Shoucheng Charity Fund are mainly used to support and help people in need in China, such as the elderly, women, children and the poor, to carry out various love relief projects, to establish and improve social welfare and public welfare facilities in China, and to attract more people to care about charity.

Since its establishment, Jackie Chan and Yang Shoucheng Charity Fund has funded 654.38 million yuan in Baoding City, Hebei Province, and established Jackie Chan and Yang Shoucheng Charity Fund Children's Welfare Institute. Start the medical assistance project and invest 1 ten thousand yuan to perform surgical treatment for children with congenital heart disease such as Gul; Soldiers will start student aid projects and community environmental protection projects.
